On April 19th, 2026, at approximately 01:46 hours, while D-shift was observing pedestrian foot traffic on the square, a fight erupted between four females. It appeared to be three females versus one female. Officer Couch was the first officer to observe the fight and notified the rest of us on the square.

I immediately ran towards the fight, separating two of the females from the others by forcing them to the ground, pinning them to the ground. The two females I pinned to the ground were Ally Singleton and Carley Smith. I instructed them to stay on the ground and do not get up as I assisted in separating the other two females who were still fighting. When I turned to assist in the separation, Ally Singleton got up while I was attempting to separate the others and began fighting again. I once again forced Ms. Singleton to the ground and then placed her and Ms. Smith in handcuffs and remained with those two subjects while other units separated the other two females.

I charge Ms. Singleton with Disorderly Conduct Affray and Obstruction for disobeying a lawful command to stay on the ground and continuing to fight. Ms. Smith was charged with Disorderly Conduct Affray for fighting.

All involved individuals were placed under arrest and transported to the Carroll County Sheriff’s Office without further incident.

Reviewing the footage after having the incident resolved, you can observe Ms. Dixie Waters start the fight by throwing a punch at Ms. Zion Wigley after an exchange of words. Ms. Ally Singleton, and Carley Smith joined into the fight after this occurred.
