On 04/12/2025 at 2115 hours, I started en route to [20 BLOCK] Hampton Way in reference to the complainant, later identified as [VICTIM #1], stating that his neighbor, later identified as Andrew Turner, was banging on his door. Dispatch advised that Andrew was the neighbor’s grandson and described him as a very thin white male in his 20s wearing shorts. Dispatch advised the complainant lived in the first house on the left, and Andrew had walked off and lives in the second house on the left.

I arrived on scene at approximately 2120 hours and met with a witness, later identified as [WITNESS #1], at [10 BLOCK] Hampton Way. [WITNESS #1] stated that he watched a 6-foot-tall white male (Andrew) in a black shirt with shorts storm across the yard of [20 BLOCK] Hampton Way twice and beat on the door of [20 BLOCK] Hampton Way. [WITNESS #1] pointed directly at the driveway of [30 BLOCK] Hampton Way and stated thats where Andrew walked. [WITNESS #1] stated that he heard a car door slam when he saw my patrol car pull onto Hampton Way and was not sure if Andrew was in it.

It should be noted that [20 BLOCK] Hampton Way is the first house on the left once you enter the neighborhood, and [30 BLOCK] Hampton Way is the second on the left.

I advised Dispatch I was walking to [30 BLOCK] Hampton Way to attempt to make contact and noticed there was a Chevrolet Equinox GA Tag – [REDACTED] parked in the driveway with the interior dome light on.

I knocked on the door of [30 BLOCK] Hampton Way to attempt to make contact with Andrew. [WITNESS #2] opened the door, and I introduced myself as Officer Darling of the Carrollton Police Department and asked if there was anybody else in the house. [WITNESS #2] stated her grandson was in the house with her. I then saw Andrew running quickly down the stairs towards the front door. I noticed Andrew to be wearing a black shirt with shorts and to be a skinny white male, matching the description provided by Dispatch and [WITNESS #1].

I asked Andrew to step outside and talk to me, and asked if he was ok, and he stated, “I knocked on a door to ask for a thing so we’re good” while pointing towards [20 BLOCK] Hampton Way. Andrew stated, “We’re good,” and made no steps to exit the home with his hand still on the door. I gave Andrew a lawful order to step outside the home so that I could continue my investigation. Andrew stated, “I knocked on a door, and I said “Do you have my phone?” that’s all I did.” Andrew then slammed the door shut in my face.

Sgt. Moreau #270 arrived at [30 BLOCK] Hampton Way. I then observed Andrew stand over [WITNESS #2] with his hands down by his side and place his hands on [WITNESS #2]’s shoulders, through the window to the right of the door, and walk up the stairs to the second level, where he came from originally.

[WITNESS #2] then opened the door and stated that we could come in, and I advised officers that we were walking inside, and several stated that they were en route. [WITNESS #2] stated that Andrew had drunk a couple of drinks, and he was out of control. [WITNESS #2] then asked if [20 BLOCK] Hampton Way had called. [WITNESS #2] stated there was one rifle in the home, which was in a closet on the floor we were on. I walked to the closet with [WITNESS #2] and I relocated to [20 BLOCK] Hampton Way and spoke with [VICTIM #1] and Ofc. Osbourne. Ofc. Osbourne and [VICTIM #1] confirmed that Andrew was yelling and screaming in an aggressive manner while beating on [VICTIM #1]’s door repeatedly after being told to leave the property multiple times. [VICTIM #1] stated that he was in fear of Andrew. Due to the above boisterous behaviors displayed by Andrew, witnessed by [WITNESS #1] and [VICTIM #1] while under the influence of an alcoholic beverage/s I informed Sgt. Moreau that [ANDREW] was in violation of Disorderly Conduct Public Drunk C66-7(A)(21).

I relocated to [30 BLOCK] Hampton Way and noticed Andrew was at the top of the stairs speaking to Sgt. Moreau and Officer Dorsey #211. I then watched Andrew run back into a room, and at this point, I ran up the stairs with Sgt. Moreau and Ofc. Dorsey, in order to affect the arrest of Andrew. As I made it to the top of the stairs, I told Andrew to put his hands behind his back, and he did not comply. Due to my training and experience in defensive tactics, I know that the body follows the head when it comes to gaining control of an individual who is physically resisting. I then grabbed onto the back of Andrew’s head and began to pull him towards the ground. I felt Andrew’s body tense up as we pulled him towards the ground, as he continued to physically resist arrest. At this point, I had no idea if Andrew was armed or not, and I knew that he had fled from officers originally and walked upstairs to a room out of my sight.

Andrew then broke his right hand free from Sgt. Moreau’s grip, and I told Andrew, “I am going to punch you in the face if you keep resisting.” Andrew then stated, “I’m not resisting” while continuing to physically resist arrest by refusing to give officers both of his hands. I know due to my training and experience that individuals often conceal weapons in the front area of their waistband, and my main concern was ensuring that Andrew could not reach for that area. Andrew began attempting to push his torso up and continuously kept lifting his head off the ground. I pushed Andrew’s head towards the ground with my right hand and increased the volume of my commands, exclaiming, “Hands behind your back now!” Sgt. Moreau was able to place Andrew in cuffs, and I ceased control tactics. Andrew was placed under arrest for the following at 2137 hours, and I informed him of such.

Andrew began to speak in a slurried tone as I walked him out of the house, and forgot that I told him his charges; his behavior continued to manifest in an intoxicated state. As I walked Andrew, his body continued to tense up, so I placed my arm through his in an underhook as I walked him towards Ofc. Muffley’s marked patrol car to ensure that he could not break my grip.

A search of Andrew’s person incident to arrest revealed his phone, which he was looking for at [20 BLOCK] Hampton Way.

Andrew was transported to the Carroll County Sheriff’s Office by Ofc. Muffley. Andrew was issued citations for his charges and photographed at the CCSO. Andrew was turned over to their custody at approximately 2145 hours.
