On October 24, 2025, at approximately 04:06 hours, I was notified by dispatch to respond to [3000 BLOCK] South Highway 16 in reference to a physical domestic that had already occurred.

Upon my arrival, I observed an elderly white male standing on the front porch of the residence. The male appeared to be bleeding from the top of his head. I made contact with the male, who identified himself as [VICTIM #1].

[VICTIM #1] stated that he was lying in bed when his live-in roommate, Brian Williams, entered his bedroom and struck him multiple times in the head with an unknown object while accusing him of having sexual relations with Brian’s girlfriend. [VICTIM #1] stated that Brian then went to his own bedroom, located in the back left side of the residence, at which point [VICTIM #1] called 911.

While speaking with [VICTIM #1], I observed a large knot on the back of his head and what appeared to be grape jelly smeared across his shirt. [VICTIM #1] further advised that Brian has a history of mental health issues, is currently off his medication, and is known to be violent. When asked if he wished to pursue charges, [VICTIM #1] stated that he did.

Due to the possibility of Brian becoming violent with law enforcement, I requested additional deputies to respond to the scene for assistance. Once additional units arrived, a plan was made to safely enter the residence and detain Brian.

Deputies and I then entered the residence and gave verbal commands for Brian to come out. Brian exited his bedroom, was initially argumentative, but ultimately complied and was detained without incident. Once outside, Brian was placed in front of my patrol vehicle and read his Miranda Rights multiple times due to his continued interruptions.

When asked if he wished to speak with me without an attorney present, Brian initially stated “no,” but then began making spontaneous utterances about the incident. I stopped Brian and again asked if he wished to speak with me, to which he responded “yes.”

Brian was unwilling to provide a clear account of the incident and frequently went off- topic. He first stated that [VICTIM #1] was in his bedroom laughing and provoking him, leading to a fight. He later changed his statement, claiming he was in the bathroom when [VICTIM #1] entered and began provoking him, and that [VICTIM #1] struck him first. When asked to clarify how [VICTIM #1] struck him, Brian stated [VICTIM #1] struck him words from his mouth.

While speaking with Brian, I observed a large knot on his forehead and what appeared to be grape jelly on his right shoulder.

A search of [VICTIM #1]’s bedroom, where [VICTIM #1] stated the incident occurred, revealed an empty glass jar of grape jelly lying next to the bed with its contents scattered across the room and on both individuals. When asked how Brian sustained the knot on his forehead, [VICTIM #1] stated that “it’s been there.” [VICTIM #1] added that he did not have an opportunity to defend himself and that all he could do was ball up to protect himself from Brian’s blows.

After gathering all necessary information, Brian Williams was placed under arrest for Aggravated Assault (Family Violence) and transported to the Carroll County Detention Center for booking.

Both Brian and [VICTIM #1] refused medical attention when offered.
