Officer’s Narrative:

On 11/22/2025 at 0058 hours, I was notified by Dispatch of the following information regarding a physical fight at 301 Adamson Square (Chips Burger Bar).
- The fight occurred approximately 5 minutes prior to the call.
- The subjects were outside, and they were afraid it would start again.
- Approximately 10-15 males were involved.
Ofc. Acord #287 then advised he was on scene, and he was in a foot pursuit.
I activated my emergency lights and sirens and started en route to the same above address.
I arrived on scene at approximately 0106 hours and noticed Ofc. Rodriguez #215 was escorting a white male in a green t-shirt and khaki jeans, later identified as Garrett Mcgee in handcuffs away from Chips. I then noticed a white male wearing a white baseball hat, a white t-shirt, and blue jeans (later identified as Brinnan Freeman), who was in handcuffs, standing with Ofc. Mondi #283 in front of a marked patrol car.
I then relocated to speak to Garrett, who was still standing with Ofc. Rodriguez and noticed he had a small cut on his lip with a small amount of dried blood around it. Garrett stated he was walking down the stairs and got hit, and he was pulled out of Chips by security. I then photographed Garrett.
I then recognized [REDACTED] as an employee of Chips and asked him to assist me in watching security footage. Members of the Chips staff advised that the tall man in cuffs was involved in the fight that started in the northeast corner of the upstairs portion of Chips.
The following is a summary of the events I observed on security footage from a camera that is in the northeast corner of the upstairs bar, pointed southwest.
- I noticed an unidentified white male wearing a plaid shirt and a baseball hat shoot a middle finger at another unidentified male.
- Immediately after a white male, whom I recognized as Garrett, raised his right arm and slapped the male in the plaid shirt’s hand.
- Following that, a white male, whom I recognized as Brinnan pushed Garrett with his right arm in the upper chest area.
- Garrett then threw a punch at Brinnan with his right arm across Brinnan’s face.
- Immediately after a white male wearing a plaid shirt and pants, later identified as Benjamin Farmer, steps in between Garrett and Brinnan and begins pointing at Garrett aggressively with a broadened chest, stepping quickly towards Garrett, backing Garrett into a corner.
- Benjamin continued to aggressively push a white female in a jacket and a jean skirt into Garret, continuing to quickly and aggressively egress towards Garrett.
- Members of the public and Chips employees separate the above parties for a short time before Brinnan quickly walks past them and begins aggressively pointing at Garrett, who is still backed into a corner. Brinnan then throws a punch with his right arm and hits Garrett in the face.
- Chips employees wearing branded shirts continuously pointed all involved parties in the direction, and all parties showed no intention of leaving the bar, by continuing to yell and point at each other.
- The above unidentified female in a jacket and jean skirt then began yelling and pointing at another unidentified female, and they were separated by security and other members of the public.
- Chips employees then began to escort Garret off the patio, out of the bar, past all of the other involved parties.
- As Garrett walked out, Brinnan and Benjamin began following Garrett closely.
I then switched to footage from the security camera in the south-eastern corner of the upstairs bar, which faces northwest. The following is a summary of the events I observed on security footage.
- Garrett was walking towards the exit and turned right to go down the stairs as the unidentified female in the jean skirt followed closely behind.
- Directly behind the unidentified female was Brinnan.
- As soon as Garrett reaches the first step, Brinnan balls his right hand into a fist and rears back before swinging towards the area of Garrett’s head. (It is unclear based on the footage if Brinnan’s strike landed or not.)
- Garrett then quickly turns around and rushes towards Brinnan, throwing two punches with his right hand balled into a fist at Brinnan, while pushing him back into the bar area.
- Chips’ employees quickly step in between the two, attempting to separate them by getting Garrett into the southeastern corner of the bar.
- As Garrett is in the corner, Benjamin is seen throwing his arm in the area, screaming in the direction of Garrett.
- Benjamin moves around to the southern wall of the bar and runs quickly towards Garrett, who is in the corner along with several other unidentified individuals.
- The large crowd then quickly exited the bar.
I advised units that Garrett instigated the altercation and moved outside to interview him. The following is a summary of statements made by Garrett and should not be considered exact quotations. Ofc. Rodriguez advised me that Garrett had been advised of his Miranda Rights, and Garrett confirmed this with me, and I began to speak to him.
- Garrett stated that he did not slap anybody.
- Garrett was frustrated over his friend getting flipped off.
Benjamin and a white male, later identified as Caleb Steinke, were standing at the front of a marked patrol car, and Benjamin was in handcuffs. Caleb stated he was 18, and Benjamin stated he was 19. I was advised by officers that Caleb was exhibiting the signs of alcohol intoxication. As I approached Caleb, I told him to turn around and put his hands behind his back.
While standing next to Caleb, I began to notice the odor of an alcoholic beverage emitting from his person. That odor grew stronger the more Caleb talked. Caleb began to physically resist officers by not putting his hands behind his back. Caleb was advised he was under arrest, and he continued to yell out in a boisterous and slurred manner, “Tell me the reason, you got to tell me the reason.” Caleb was placed in handcuffs that were double-locked and checked for fit. Ofc. Kennedy #298 advised Caleb that he was under arrest for Provoking and Engaging and Consumption under age.
Due to Caleb yelling in a loud, boisterous manner, he could not hear Ofc. Kennedy continued to ask why he was under arrest. As Caleb stated, “I’m speaking straight as a fu*king whistle.” Caleb began to scream obscenities out loud as he was placed in the rear of my marked patrol car.
After observing the facts at hand, security footage, and speaking to officers who conducted interviews with the suspects. I arrested the following individuals for the following charges.
I advised Garrett that he was under arrest for the following charges at 0135 hours.
- Disorderly Conduct (Provoke/Engage/Fight) C66 7(A)(4)
Benjamin was determined to be exhibiting the signs of alcohol intoxication and was placed under arrest for the following charges.
- Disorderly Conduct (Provoke/Engage/Fight) C667(A)(4)
- Purch/Con/Possess ALC. Beverage Under C6-86A2
- Disorderly Conduct Public Drunk C66-7(A)(21)
Brinnan Freeman was charged with the following for his involvement in the fight.
- Dis. Conduct (Provoke/Engage/Fight) C667(A)(4)
Caleb Stenike was charged with the following due to his alcohol consumption and his boisterous acts and statements.
- Consumption Underage C6-86(A)(2)
- Disorderly Conduct Public Drunk C66-7(A)(21)
All of the above individuals were transported to the Carroll County Sheriff’s Office and turned over to their custody at approximately 0147 hours.
Benjamin and Caleb were found to be in possession of fake GA Driver’s licenses, said fake licenses were confiscated and neither were charged.
All the above individuals were issued copies of their citations, which were placed in their property at the jail.
