On April 8, 2026, at 2150 hours, I, Cpl. Kirby responded to City Tavern (Adamson Square) for a dispute. Dispatch advised that a male was causing issues in the bar and was walking towards Nama. He was described as follows:

• White Male
• Grey Shirt and grey or black shorts.

I was driving through Adamson Square when I observed a male (Cory Mock) matching the dispatcher’s description crossing the street. I activated my emergency blue lights so that I could safely park on the street and to alert Cory to my presence. At the time of activation, my emergency lights were visible to Cory.

After I turned on my emergency blue lights, I would see Cory start to jog across the street, away from my marked patrol car, toward the Irish Bread Pub. I advised dispatch that I was in a foot chase, ordered Cory to stop, and Cory complied with my orders by going prone onto the ground, putting his hands behind his back. Cory did not stop running until he reached the side of the Irish Bread Pub. I would place him in double locking cuffs to the rear and sit him up. Cory would manifest his drunkenness with slurred speech, and his breath smelled of the overwhelming odor of alcoholic beverages.

I would leave Cory with another officer and go to the City Tavern to speak to the complainant and other potential witnesses. I would speak to [WITNESS #1] (complainant), [WITNESS #2] (witness), and [WITNESS #3] (witness).

[WITNESS #1] would state that Cory was obviously drunk and sat by himself. [WITNESS #1] told me he approached [WITNESS #2]’s family, and things got heated. She would tell me that Cory got into [WITNESS #2]’s face. She asked him several times to leave, and he refused. [WITNESS #3] would agree that he was asked to leave several times.

[WITNESS #2] would state that he briefly spoke to the male and showed concern about his driving. [WITNESS #2] stated that he offered him a ride. He would state he did not feel threatened by the male.

I would advise Cory that he was under arrest and transport him to the Carroll County Jail.
