Officer’s Narrative:

On 03/28/2026, at approximately 2314 hours, I was dispatched to [1200 BLOCK] Stewart Street (Paradise Apartments) in reference to an active fight. Dispatch advised that 40 people were fighting in front of building [REDACTED], and that it had been going on for an hour.
I arrived on scene and noticed a lot of people standing on the sidewalks, some walking away, but everyone’s focus slowly shifted to my police vehicle from whatever they had been watching before. I got out of my car and approached a black sedan parked to my left. I approached the window and spoke to a witness named [WITNESS #1].
I asked [WITNESS #1] who was fighting, and she immediately advised me that I had the wrong car and pointed to the car parked to the left of her. She told me that it was the people in the car she was pointing at. [WITNESS #1] pointed out a silver 2016 Nissan Vera (Ga Tag#: [REDACTED]).
As I walk up to the car, I notice a black female in a white tank top and green pants in the driver’s seat, and a black male in a white shirt and a blue jacket in the passenger seat. The female was later identified as Diamon Blackmon, and the male was identified as [REDACTED].
I interviewed [REDACTED], and he said he just woke up and didn’t know who was fighting. He has no idea why someone would point directly at him when a witness stated that someone was fighting. [REDACTED] stated that he and Diamon had just arrived from somewhere else. [REDACTED] kept advising me to ask other people about what happened.
Because [REDACTED] refused to give me information, I walked back over to [WITNESS #1]. [WITNESS #1] stated that her sister, [WITNESS #2], had video footage of the fight and was recording it live on Instagram. [WITNESS #1] pointed out [WITNESS #2], the woman standing across the street in an arm sling, holding a red jacket.
[WITNESS #1] advised me that Diamon pulled up to fight the white female in a black shirt, later identified as [VICTIM #1]. [WITNESS #1] stated that [VICTIM #1]’s friend, who was wearing a green hoodie and later identified as [WITNESS #3], was trying to defend [VICTIM #1] and prevent a fight. [WITNESS #1] stated that no one hit anyone; it was just that Diamon kept approaching [VICTIM #1] and [WITNESS #3] aggressively. [WITNESS #1] described Diamon as antagonizing [VICTIM #1] into a fight. [WITNESS #1] said that [VICTIM #1] did not want to fight Diamon.
I walked over to [WITNESS #2], who said she had recorded everything on camera. She then stated that [VICTIM #1] was chilling outside when Diamon approached her. Diamon was trying to fight [VICTIM #1] because they were sleeping with the same [REDACTED]. Diamon followed [VICTIM #1] around the neighborhood to different locations.
[WITNESS #2] stated that [VICTIM #1] was not trying to fight Diamon.
[WITNESS #2] showed me the video she recorded of the incident on her phone. The video shows Diamon constantly approaching [VICTIM #1] in an aggressive manner, yelling at [VICTIM #1], and even pointing her finger in [VICTIM #1]’s face. [WITNESS #3] is standing between [VICTIM #1] and Diamon with her back towards [VICTIM #1]. Diamon can be heard repeatedly saying, “I’m not going to let you fight her.” Diamon can be seen in the video wearing a white tank top and green pants; [WITNESS #3] is wearing a green hoodie, and [VICTIM #1] is wearing a black shirt.
I then approached [WITNESS #3], who stated that Diamon arrived to fight [VICTIM #1] because she believed that they were both having sexual intercourse with [REDACTED]. [WITNESS #3] stated that [VICTIM #1] has a new man and that she is not bothered about [REDACTED]. [WITNESS #3] stated that she was trying to keep Diamon away from [VICTIM #1] to prevent a fight. She told Diamon multiple times, “I’m not going to let you fight her. Can you get out of her face?” [WITNESS #3] stated that Diamon threw a drink at [VICTIM #1] the other week, but [VICTIM #1] didn’t want to press charges over it. [WITNESS #3] and the leasing manager, [REDACTED], wanted Diamon to stop causing problems. [REDACTED] wished to have Diamon Blackmon and [REDACTED] served a Criminal Trespass notice from Paradise apartments.
I then spoke to [VICTIM #1]. [VICTIM #1] stated that everything started over words a week prior, and things escalated with Diamon. [VICTIM #1] stated that she was hanging outside with her friends when Diamon arrived in a car, trying to fight her. [VICTIM #1] did not want to fight her and tried to avoid her.
Upon further investigation, and discussing what was said to other officers. It was determined that Diamon arrived in the neighborhood with the intent to fight [VICTIM #1]. Diamon tried to provoke [VICTIM #1] into a fight, as seen on video and by multiple witnesses. See Officer Muffley’s supplemental.
Diamon also admitted to officers that she was drinking an alcoholic beverage beforehand. Diamon was observed and recorded as being boisterous and loud, and as using profanity, while trying to fight [VICTIM #1] in a public place. She was intoxicated, trying to start a fight that could possibly endanger the safety of [VICTIM #1].
I placed Diamon under arrest, applied handcuffs to her wrist, checked for fit, and double locked them. I told Diamon to sit in the back seat, driver’s side of Officer Muffley’s patrol car. Diamon turned her back to the car and refused to get in it. Diamon claimed that she was schizophrenic and had bipolar disorder and that she could not be handcuffed behind her back. Officers told Diamon to sit in the car again, but she kept saying no. As Diamon spoke, I noticed she was slurring her words, and her breath smelled of alcohol.
Officers and I assisted Diamon into the car by applying pressure to her hips to help her get seated. Officers also had to slide Diamon in the car by sliding her across the seat with her shoulders. Once Diamon was in the car, the rear car doors were closed, and I could hear and see Diamon kicking and hitting the windows.
Due to Diamon refusing to sit in the back seat after being told by officers, even after being under arrest.
Diamon is being charged with obstruction.
Due to acting in a loud and boisterous manner that endangered [VICTIM #1]’s safety, Diamon is being charged with Dis. Conduct: Public Drunk.
Due to Diamon trying to provoke [VICTIM #1] into a fight by words and body language, Diamon is being charged with Dis. Conduct (Provoke/Engage/Fight).
Officer Muffley transported Diamon to the Carroll County Jail, where the jailers took custody of her. Diamon Blackmon was charged with

- C66-7(A)(21) – Dis. Conduct: Public Drunk
- C66 – 7(A)(22) – Obstruction of a Police Officer
Diamon and [REDACTED] were both criminally trespassed from Paradise apartments.
