On April 12, 2026, at approximately 1:47 AM, I, Cpl. Mondi 283 responded to an accident at the intersection of Columbia Drive and Adamson Industrial.
Upon arriving at the scene, two witnesses, [WITNESS #1] and [WITNESS #2], agreed to provide their account of the events they observed. Both individuals reported seeing a Hispanic male in the driver’s seat of the vehicle, with no other occupants. They assisted the Hispanic male out of the driver’s seat and inquired about his well-being. The male assured them he was fine and was looking for his cell phone. [WITNESS #1] then informed the Hispanic male that he would call 911 for assistance. While [WITNESS #1] was on the phone with 911, the Hispanic male fled the scene of the accident, heading in the direction of the college. [WITNESS #1] described the male wearing a black shirt, tan shorts, and sneakers.
At this point, I notified West Georgia College and other units about the information provided by [WITNESS #1] and [WITNESS #2]. I observed that the vehicle had an airbag deployed and significant front-end damage. Additionally, I noticed an empty glass container labeled “Corona Extra” on the floorboard behind the front passenger seat. While inspecting the vehicle, I found a cell phone on the passenger floorboard and a brown wallet in the center console. Given the open container and the vehicle’s abandonment by the driver, I decided to enter the vehicle to identify the possible driver.
Inside the wallet, I found a Honduran ID for Edwin Fernely Rios Reyes, along with debit cards and other documents bearing his name. I also collected the cell phone and the empty Corona Extra bottle.
After documenting my findings and having the vehicle towed, I proceeded southbound on Columbia Drive. I then spotted a Hispanic male fitting the description—wearing a black shirt, tan shorts, and sneakers—walking on the sidewalk in front of Rocky’s Bar and Grill. I activated my blue lights in my marked patrol vehicle, and the Hispanic male immediately stopped and approached my car. Upon exiting my vehicle, I asked the male if his name was Edwin, and he replied, “Yes.” I then inquired if he had been involved in an accident, and he again said yes. When I asked if he needed medical attention, he declined.
I asked him why he left the accident scene, but he responded that he “doesn’t speak English.” It was noteworthy that Edwin had no issues answering my previous questions. I reminded him that he had just acknowledged it was his vehicle and he had been in the accident, but he insisted otherwise. When I asked if he had a valid driver’s license, he responded no. At this time, I realized Edwin would continue to deny any wrongdoing.
At approximately 2:54 AM, I informed Edwin to place his hands behind his back and advised him that he was under arrest. Edwin complied as I placed handcuffs on him, ensuring they were properly fitted and double-locked. He was then placed in the rear of my patrol vehicle and transported to Carroll County Jail for booking without further incident.
Due to Edwin Fernely Rios Reyes fleeing the scene of the accident, which resulted in damage to Carrollton City property, having an open container of an alcoholic beverage inside the vehicle, and not possessing a valid driver’s license at the time of the incident, Edwin Fernely Rios Reyes was charged with the following offenses:
- Hit and Run (Damage to Property) – O.C.G.A. 40-6-270
- Open Container – O.C.G.A. 40-6-253
- No License on Person – O.C.G.A. 40-5-29A
- Failure to Maintain Lane – O.C.G.A. 40-6-48
