On 03/25/2026 at 2148 hours, I was dispatched to 821 S Park Street (Waffle House) regarding a fight in progress. Dispatch advised that one male was kicking another male in the face.

Upon arrival, I spoke with the victim, [VICTIM #1]. [VICTIM #1] stated that the fight was warranted and that he deserved what he got. [VICTIM #1] stated that he and his girlfriend, [WITNESS #1], were talking after he had gotten off work, when her brother, Elijah Carpenter, pulled up, pushed him to the ground, kicked his face, and began punching him and attempting to put him in a headlock. [VICTIM #1] stated that Elijah was mad at him because he had cheated on [WITNESS #1] and had also been physically rough on her. [VICTIM #1] stated that he had accidentally thrown a lighter and hit her in the face with it, and also put the palm of his hand on her face and smushed it around, leaving a red mark on her nose.

[VICTIM #1] stated that all of the incidents with his girlfriend were while mutually roughhousing. [VICTIM #1] explained that after the fight with Elijah, they both got up and shook hands, and admitted they should have handled this business at home, not in a public space. [VICTIM #1] stated that he was fine and did not want Elijah prosecuted.

While speaking with [WITNESS #1], she explained that she and [VICTIM #1] were sitting outside in the parking lot after he got off and were talking. [WITNESS #1] stated that Elijah walked over out of nowhere, pushed [VICTIM #1] to the ground, and began fighting with him. [WITNESS #1] stated that Elijah did this because he was mad that [VICTIM #1] cheated on her and because [VICTIM #1] left a mark on her face during “play wrestling”. I asked [WITNESS #1] if [VICTIM #1] was abusive in any way to her, and she again stated that the marks came while they were mutually roughhousing, and that the only other time [VICTIM #1] hurt her was while they were having intercourse in her car, and he pushed her face into the window, but that that was an accident also and was just in the moment. [WITNESS #1] stated that she did not want [VICTIM #1] prosecuted for anything done.

I then spoke with Elijah, who stated that he was upset that [VICTIM #1] had cheated on his sister and had been laying hands on her. Elijah also expressed anger that [VICTIM #1] has still not repaid the $1,500 he borrowed. I asked Elijah who started the fight, and he said he did and that he “beat the sh*t out of [VICTIM #1]”. Elijah explained that he obtained a ride from his friend [WITNESS #2] from Villa Rica, and that he wanted to make sure his sister was okay because she was not answering her phone. Elijah stated that when they arrived, he walked over, pushed [VICTIM #1] to the ground, and began fighting with him. Elijah stated that when they were on the ground, they both attempted to put each other in a headlock. Elijah stated that he understood that he should have handled this situation differently, but let his emotions get in the way.

[WITNESS #2] stated that Elijah had asked her for a ride from Villa Rica to Carrollton because [WITNESS #1] was not answering her phone, and he was worried after all the other incidents. [WITNESS #2] stated that Elijah was upset during the drive, but did not mention wanting to beat [VICTIM #1] up.

Elijah was placed under arrested for Disorderly Conduct (Provoke/Engage/Fight), and was handcuffed behind his back, checked for proper fit, and double-locked. [VICTIM #1] was put in the back of my marked patrol car and was taken to the Carroll County Jail, where he was booked.
