On 11/22/2025 at approximately 2238 hours, I received a call for a domestic dispute in progress at [500 BLOCK] Elder Circle. Dispatch advised the dispute had been physical, and a 16-year-old female required medical attention.

I arrived on scene at approximately 2241 hours with Ofc. Rodriguez. I located the 16-year-old, [REDACTED BY AGENCY] who was lying on the ground on the outside patio of apartment [REDACTED]. [REDACTED BY AGENCY] was crying and lying on her side, holding her arm. I observed a visible injury to her left elbow. I could see that her elbow was swollen and had fresh blood coming from the wound. I advised dispatch of the patient assessment and requested EMS to respond.

[REDACTED BY AGENCY] me that she had been inside the apartment with her mother, [WITNESS #1], her grandmother, Eunice Farley, and several of her siblings. While inside the apartment, [REDACTED BY AGENCY] claimed Eunice was intoxicated and upset with her. [REDACTED BY AGENCY] claimed Eunice yelled at her to go outside because she did not want her inside. When [REDACTED BY AGENCY] refused to leave the apartment, Eunice grabbed her cane and hit [REDACTED BY AGENCY] on the elbow approximately 3 times. After being hit, [REDACTED BY AGENCY] began crying and was taken outside by her mother, [WITNESS #1], who called 911.

[WITNESS #1] explained that her mother, Eunice, had been drinking all night and was intoxicated. Eunice was extremely upset and yelling very loudly. [WITNESS #1] told me Eunice was upset at [REDACTED BY AGENCY], and when [REDACTED BY AGENCY] would not listen to Eunice, Eunice hit [REDACTED BY AGENCY] with her cane several times. [WITNESS #1] took her daughter, [REDACTED BY AGENCY] outside the apartment to separate from Eunice.

I went inside and attempted to talk to Eunice. I could hear that she was yelling very loudly from the back bedroom. I asked Eunice to explain how [REDACTED BY AGENCY] got the bruise and laceration on her elbow. Eunice was extremely upset and continued to yell. I was able to smell the odor of an alcoholic beverage coming from her breath.

Eunice was very difficult to hear; however, she repeatedly told me that she was going to bed and that I had no reason to be in her house. Eunice eventually explained that her grandchildren never listen to her. She told me [REDACTED BY AGENCY] jumped on her, and in return, Eunice hit [REDACTED BY AGENCY] with her cane. When I asked Eunice how much alcohol she had consumed, she became even more irate and told me she was not bothering people and was inside her home.

I walked out of Eunice’s room, where I noticed an open can of Bud Ice, which [WITNESS #1] claimed Eunice had been drinking. [WITNESS #1] told me Eunice had consumed two tall Bud Ice beers and was acting more erratic than she normally would when she is sober. Eunice later exited her room and grabbed the Bud Ice and began drinking it inside her room.

Due to the visible injury on [REDACTED BY AGENCY] arm caused by her grandmother, Eunice, hitting her with a cane and admitting to hitting her, I placed her under arrest. I placed Eunice in double-locking handcuffs, both hands to the rear, and checked for fit. I transported Eunice to my patrol car, where I secured her in the rear. I then transported Eunice to the Carroll County Jail, where she was turned over to the staff for booking. While being booked in, Eunice urinated on herself, further proving her clearly intoxicated state.

Eunice was charged with the following:

  • OCGA 16-5-70(B): Cruelty to Children 1st Degree
  • OCGA 16-5-23.1: Battery (Family Violence)

Warrants have been typed and are pending a judge’s signature.
