On November 2nd, 2025, at approximately 01:30 hours, while responding to a separate call at Flagship, I audible heard several gunshots in the distance. At that point, we were notified by dispatch that several calls were coming in from 6th Street regarding a shooting. I immediately diverted to that location.
I had recently visited that location at 01:47 hours (note: the time change moved the time back an hour at 02:00) regarding a noise complaint. I had spoken with several people at the location, and nothing seemed unusual at the time. I spoke with a group of females, and they stated that everything was okay and there was no arguing or fighting. Since nothing seemed out of the ordinary, I returned to service after advising them to enjoy their night and try to keep the noise down.
Upon arrival the second time, I observed several people on 6th Street near apartment building [REDACTED] and a Black Kia Optima with two doors open. Two of the subjects were lying on the ground, visible injured, one of the subjects was yelling and screaming, while the other was motionless. I immediately went to the subject who was lying motionless. Upon observation of the motionless subject later identified as [VICTIM #1], I noticed a gunshot wound to her head with what appeared to be brain matter coming out. Upon seeing this, I moved to the next victim, later identified as [VICTIM #2], who was conscious. Ms. [VICTIM #2] had several gunshot wounds to her left leg. I applied my tourniquet to her left leg and stayed with her until the next higher echelon arrived to take over.
While staying with Ms. [VICTIM #2], she repeated went in and out of shock and unconsciousness, and stated that Ms. [VICTIM #1] was her sister. I positioned my patrol car to block the view of Ms. [VICTIM #2] and Ms. [VICTIM #1] from the large crowd forming. Once the higher echelon arrived and pronounced Ms. [VICTIM #1] dead, I had to physical restrain Ms. [VICTIM #2] due to her trying to get to Ms. [VICTIM #1]’s body. After Ms. [VICTIM #2] was secured to the stretcher for transport, I began assisting the rest of the patrol.
I then began assisting the rest of the patrol in locating evidence and information. I was informed by other officers on scene that my vehicle was parked on top of a shell casing and not to move my vehicle at that point.
I spoke with Ms. [WITNESS #1], who informed me that her vehicle was in the middle of the crime scene. Her vehicle, a black 2013 Kia Optima bearing GA plate [REDACTED], was located feet away from the deceased body. It was also the vehicle that the group of individuals was hanging around when I responded to the initial noise complaint. I asked Ms. [WITNESS #1] for information about the incident. She stated they were just outside hanging out having a good time, and then suddenly she heard arguing, then immediately gunfire. She stated she didn’t see the shooters or what was happening, just started running when she heard the shots.
I assisted investigators in conducting a walk-through of [REDACTED] with the residents’ permission to ensure that no one entered the residence after the incident. No one was located inside the residence. I then transitioned to perimeter control to help maintain the crowd of people outside the crime scene area.
