Officer’s Narrative:

On March 30, 2022 I was asked by Detective Harmon to locate a subject and vehicle that was involved in an earlier Aggravated Assault and kidnapping incident. I was asked to locate a Gray in color Toyota Camry that was being operated by Givan Chapa. Chapa was the suspect in the aggravated assault incident, suspected of numerous gun violations and the vehicle was the suspect vehicle in several entering autos and theft inside the City of Carrollton.

I located the vehicle at around 2103 hrs at the Sunoco gas station on Shady Grove Road. When I turned around in the median I observed the vehicle come out of the store and travel down Northside Drive towards Hwy 113. The vehicle was traveling at a very high rate of speed and I was able to get him on my front radar at 100 miles per hour. I watched the vehicle serve between cars and continue to travel at a high rate of speed. I activated my emergency equipment and was able to catch up to the vehicle as it approached Highway 27. When I got behind the vehicle the vehicle failed to stop and continued traveling on Northside Drive.

I advised dispatch the vehicle was fleeing from me pursued the vehicle onto Columbia Drive. While on Columbia Drive, the vehicle drove in the gore several times and at times almost struck several vehicles. We reached speeds of close to 100 miles per hour and continued traveling on Columbia Drive, crossing over Alabama Street onto Brumbelow Road.

I pursued the vehicle down Brumbelow Road and we turned onto Lovvorn Road. The vehicle continued to drive erratically and almost struck several vehicles. We passed over Burson Ave and an Officer from the Carrollton Police Department attempted to use spike strips on the vehicle, but was unsuccessful. I continued pursuing the vehicle onto Maple Street and then onto South Park Street (southbound). The vehicle continued traveling South and I attempted to perform a PIT maneuver on the vehicle but every time I would set up to do so, the vehicle would decelerate, blocking my attempts to perform the maneuver.

The vehicle attempted to turn into Southside BP but missed the entrance, striking a curb and went airborne into the parking lot. The vehicle then continued driving through the parking lot and exited back onto Highway 27. Once back on Highway 27, Officer Maxwell of the Carrollton Police Department struck the vehicle in the rear bumper, causing the vehicle to cross the median and become disabled.

Givan Chapa was identified as the driver as he was removed from the vehicle. Chapa was placed into the back of a nearby patrol car. The passenger, Rahquez Kight was taken into custody and placed into a patrol vehicle. I looked into the vehicle that Chapa was driving and could see two black in color semi automatic handguns with extended magazines laying in the driver’s side front floor board, which is where Chapa was sitting.

Detective Harmon was contacted and asked that Chapa and Kight be transported to the Sheriff’s Office for interviews. The vehicle was towed by West GA Towing to the Sheriff’s Office secure impound lot. I typed a warrant for the felony fleeing and issued Chapa 27 citations for the misd traffic offenses. Chapa was released to the jail staff.
