On 03/28/2026, at approximately 22:48 hours, dispatch advised that a complainant, later identified as [VICTIM #1], was following a brown SUV that struck his dog at [400 BLOCK] Stewart Street and fled the scene. [VICTIM #1] followed the vehicle to keep an eye on it so that officers could pull it over while still being on the phone with dispatch. [VICTIM #1] stated that the vehicle was heading Westbound on Maple Street toward Bowdon. Dispatch advised that [VICTIM #1] stop following the vehicle and wanted to meet at 1213 Maple Street (BBW).

Upon arrival, I spoke with [VICTIM #1], who stated he was outside playing with the dog when it ran into the street and was struck by a vehicle. [VICTIM #1] then stated that he tried to get the driver’s attention by yelling at them and waving his arms. The driver stopped for a moment before driving off again. [VICTIM #1] then told me that he got into his truck (tag #[REDACTED]). I asked [VICTIM #1] to describe the driver. [VICTIM #1] described the driver as a young black female. [VICTIM #1] provided a photograph of the vehicle (tag #[REDACTED]). When asked if he wished to prosecute, [VICTIM #1] then clarified that the dog belonged to his uncle.

I approached the uncle, later identified as [REDACTED], and [VICTIM #1] translated for me. When asked if he wished to prosecute, [REDACTED] stated, “Yes.” [REDACTED] could not identify the dog’s breed but stated the dog had lived with them for two years and was valued at $400.

At approximately 23:29 hours, dispatch advised that a Sheriff’s Deputy had located a vehicle matching the description and tag number. The Deputy stated the driver admitted to hitting a dog. I met the Deputy at 3571 Carrollton Villa Rica Hwy (BP) and confirmed it was the suspect vehicle.

I made contact with the driver, later identified as Jaliyah Williams, and asked her to exit the vehicle. After performing a pat-down for weapons, I asked Jaliyah if she had hit the dog. Jaliyah admitted she had. Jaliyah claimed she had swerved into oncoming traffic to avoid the dog. Jaliyah admitted to leaving the scene because she felt threatened by [VICTIM #1] screaming and waving his arms. Jaliyah stated that [VICTIM #1] was chasing her while she was providing a ride-share service (Uber) and didn’t feel safe stopping with someone in the vehicle. Jaliyah also stated that she even ran two red lights to get away from [VICTIM #1]. I then escorted Jaliyah to the front of my patrol vehicle and placed her in handcuffs, checking for proper fit and double-locking them. Jaliyah was asked if someone were to hit her dog, you would want them to stop. Jaliyah replied, “Yes.” Jaliyah was also asked if she understood why they were trying to get their attention and she again states “Yes.”

Jaliyah was transported to the Carroll County Jail and turned over to jail staff.

Jaliyah was charged with Hit and Run (O.C.G.A. § 40-6-270) for failing to report an accident involving a domestic animal. Additionally, Jaliyah was charged with Criminal Trespass/Property Damage (O.C.G.A. § 16-7-21) relating to the death of the dog belonging to [REDACTED].
