On 11/19/2025, I was dispatched to 650 Carrollton Street (Flaying J Travel Center) in reference to a customer putting their hand on an employee on 11/17/2025.

Upon arrival, met with the store manager, [REDACTED BY AGENCY], who advised that one of his employees, later identified as [REDACTED BY AGENCY], grabbed on the buttocks by a truck driver customer who was possibly still in the truck parking lot. [REDACTED BY AGENCY] showed me the store surveillance video in his office. The video was recorded on 11/17/2025. While reviewing the video, it shows at 17:47 a white male wearing a black shirt, a tan hat, blue pants, black shoes, walking behind [REDACTED BY AGENCY] and placing his left hand on her right buttocks. I asked [REDACTED BY AGENCY] to email the video to my work email, and he did.

I spoke with [REDACTED BY AGENCY] who stated she was stocking up on creamer. The male kept trying to have a conversation with her, and she told him she had to stock up. The male walked behind her and grabbed her right buttocks with his hand inside her jeans pocket. [REDACTED] then stated she told the male, “Nope, grabbed what she was stocking, and went straight to the kitchen”. I asked [REDACTED BY AGENCY] if she wanted to press charges, and she said yes.

I spoke to a witness, [REDACTED BY AGENCY], who stated that [REDACTED BY AGENCY] was training her, the male made a joke, then slid his hand on [REDACTED BY AGENCY] buttock. [REDACTED BY AGENCY] provided the receipt the male used to pay for parking, and it showed the name [REDACTED BY AGENCY] and the Truck company Hoffman Transportation. I took a photo of the receipt on my work cell phone. [REDACTED BY AGENCY] advised that the truck is green in color. Negative contact was made with the suspect.

Later on at 21:20, I was dispatched to 650 Carrollton Street (Flying J Travel Center) because [REDACTED BY AGENCY] advised dispatch that the male suspect was in the store. Upon arrival, I made contact with a white male individual who matched the phyiscal description of the suspect in the store video I reviewed, and the individual had matching clothes and colors that the suspect in the video was wearing, who employees were saying was the guy that we were looking for.

I said [REDACTED BY AGENCY] and the male said my name is not [REDACTED BY AGENCY]. I asked for the male’s Driver’s license and he complied. The individual was identified as James Pitts III. I asked [REDACTED BY AGENCY] if this was the person who grabbed her, and she said yes.

I advised James that I had reviewed the store video that matched the description of him, the victim confirmed it was him, and he was under arrest for Sexual Battery for the incident that occurred on 11/17/2025. [REDACTED BY AGENCY] said he was not at the store on Monday. I placed James under arrest with 2 pairs of handcuffs to his back, checked for tightness and fit.

I searched [REDACTED BY AGENCY] for weapons and contraband and secured him in the backseat of my patrol vehicle. I transported [REDACTED BY AGENCY] to Carroll County Jail for booking and bonding procedures. A warrant for Sexual Battery will be completed.
