On the above date at approximately 2250 hours, I was dispatched to 1105 South Park Street (Applebees) in reference to a fight in progress.

Upon arrival, I made contact with other officers on scene who had Jay Lee Carroll (offender/arrested) detained due to him being possibly involved in a fight with other parties located outside the Applebee’s. Contact was made with the manager, [WITNESS #1], of Applebee’s, and he stated that Jay became very irate with a black male, [WITNESS #2] (witness/other), due to [WITNESS #2] being romantically involved with Jay’s female partner. [WITNESS #1] stated Jay swung his fist towards [WITNESS #2] face and missed. [WITNESS #1] stated Jay struck a white male, [VICTIM #1] (witness/other), on the left side of his face above his cheek. [VICTIM #1] did obtain visible injuries.

It should be noted that Jay was not very forth coming with his side of the story and admitted to have been drinking prior to the incident. He advised law enforcement officers to go ahead and take him to jail.

[VICTIM #1] and [WITNESS #2] did not wish to prosecute. Due to Jay’s behavior, admittance to consumption of alcohol, and witness testimony, I advised Jay he was under arrest for Disorderly Conduct (Provoking and Engaging). Jay was placed in the rear of my patrol vehicle and transported to Carroll County Jail.

Video footage from the exterior of Applebee’s was acquired and will be attached to the report.
