[NARRATIVE #1 on May 24, 2023]
On May 24, 2023, I, Officer Robinson, at approximately 19:15 hours, was dispatched to 150 Stone Street (Olive Tree Restaurant) in reference to an active fight.
Upon arrival, I met with Steven Camp and Courtney Camp. Steven advised he was attempting to take custody of his son, [VICTIM #1], because Steven was supposed to have [VICTIM #1] this week. Steven advised he contacted a family member, who gave him [VICTIM #1]’s location, which was Olive Tree.
Steven arrived at Olive Tree, where the mother (Kimberly Clark) and stepfather (Jerry Scott) took [VICTIM #1] and other family and friends to dinner. Steven walked over to [VICTIM #1] and advised he asked [VICTIM #1] if he was ready to go. Steven advised Jerry stood up and threw a tray of food at him, hitting Steven in the elbow. Steven advised he did not retaliate in the altercation, but instead called 911. I observed redness and swelling on Steven’s left arm near his elbow.
I spoke with Steven’s wife, Courtney. Courtney advised she went with Steven in order to pick up [VICTIM #1]. Courtney advised she attempted to grab [VICTIM #1] from the table once the altercation started. Courtney advised Kimberly Clark, [VICTIM #1]’s mother, began to pull on his other arm to keep him from [VICTIM #1].
Courtney advised she stood by the exit gate and began to record when Kimberly came around the table and slapped Courtney’s phone out of her hand. I observed no marks on Courtney. I observed a crack on Courtney’s screen protector on her phone. The screen protector was valued at less than $20.
Kimberly advised she was eating dinner with [VICTIM #1], Jerry Scott, and other friends and family at Olive Tree. Kimberly advised Steven walked in and attempted to take [VICTIM #1] from the table and Jerry stood up to defend [VICTIM #1] and the family by throwing a tray of food at Steven.
Kimberly advised Courtney started grabbing [VICTIM #1]’s left arm, leaving marks up and down his arm. I observed marks on [VICTIM #1]’s left arm that appeared to be hand prints and a red mark on the left cheek. I observed no marks on Kimberly.
Jerry advised he was eating dinner with [VICTIM #1], Kimberly Clark, and other friends and family at Olive Tree. Jerry advised Steven walked in and attempted to take [VICTIM #1] when he got up to defend his family. Jerry advised he did not remember what all he did to Steven during the altercation. I observed no marks on Jerry.
I met with [WITNESS #1], a witness. [WITNESS #1] advised Steven and Courtney were not part of the dinner. [WITNESS #1] advised Steven and Courtney approached the family at the table and started an argument. [WITNESS #1] advised plates were thrown and Courtney grabbed [VICTIM #1], who was sitting at the table. [WITNESS #1] advised Jerry and Steven continued to yell at each other. She advised Jerry was defending [VICTIM #1], who she believed was being taken without permission.
The manager of Olive Tree provided video footage of the incident. She was unable to upload it to a thumb drive or email it to me at this time. The thumb drive was left with the manager due to her advising I.T. would be in the next day. She was able to show us the video from the computer, which Officer Cano’s bodycam was able to record.
On the video, I observed Steven and Courtney enter the patio through the restaurant door, where the family was eating dinner. I observed Steven immediately start talking to [VICTIM #1] and began grabbing him. I observed Jerry stand up and throw a tray of food, striking Jerry. Jerry backed up into the corner of the patio and the entire family stood up to separate the parties.
I observed Courtney attempt to pick [VICTIM #1] up again when Kimberly pulled on [VICTIM #1]’s other arm to keep him at the table. I observed Jerry run around the table and head towards Steven. I observed Jerry push Steven as people stood between them to keep them separated.
I observed Courtney walk towards the patio exit and begin to record when Kimberly swatted the phone out of Courtney’s hand. I observed both parties then rush to the gate. I observed Steven attempt to recover Courtney’s cell phone when Jerry came from behind, wrapped Steven around his hips, and threw him backwards.
Courtney Camp, Steven Camp, Kimberly Clark, and [WITNESS #1] all completed statement forms. The forms have been added to the report under “Linked Files” with the originals placed in the case file. Photos were taken on scene of the parties involved and added to the report under “Other Images”. The images have been burned to a disc and added to the case file.
Steven Camp and Jerry Scott were both arrested and charged with affray. Steven was charged due to the fact that he came to the restaurant without permission, knowing it would likely lead to an altercation. Jerry was charged due to the fact that he started the physical confrontation. Carroll County warrants were issued for the same.
Courtney Camp was arrested for cruelty to children in the first degree due to the fact that she attempted to snatch up [VICTIM #1], leaving marks, during the altercation, but not with criminal intent. A Carroll County warrant was issued for the same. Corporal Shepherd took Courtney Camp’s son, [REDACTED], to the Police Department where he was released to [REDACTED].
A juvenile release form was completed and has been added to the report under “Linked Files”. Due to not being able to see the full screen security footage until after the arrests, a Carroll County warrant was issued after the fact for Kimberly Clark for criminal trespass by damaging the cell phone protector. A Carroll County DFCS referral was completed in reference to [VICTIM #1].

On May 25, 2023, I, Officer Robinson, received the thumb drive returned to reception by the manager of The Olive Tree, [REDACTED]. The thumb drive contains video footage of the incident. The video has been uploaded to the report under “Linked Files” and the thumb drive has been added to the case file.
