On 11/1/2025, at approximately 0110 hrs, Ofc. Kelly (282) and I responded to the Barnes Street parking deck regarding a domestic dispute that possibly was physical.

Upon arrival, at approximately 0114 hrs, I exited my patrol car on the second level of the parking deck with Kamri Phelps, who was standing beside her red Chevrolet Tahoe.

Ofc. Kelly started interviewing her. While Ofc. Kelly was talking with Kamri. I observed that she spoke slowly and became defensive when Officer Kelly asked her questions.

Kamri stated that she and [REDACTED] (her husband) went trunk or treating in Sandhill, and she then came to the square with her friends. Kamri said she was in LocoMex when [REDACTED] showed up and was upset. Kamri said [REDACTED] started arguing with her, and they both went back up to the Tahoe, where they continued to argue.

Kamri noted that [REDACTED] walked off back towards the square. Kamri stated that she did not leave to follow him because their three kids were in Tahoe. Kamri said that [REDACTED] had the kids while she was out at the square and that he had driven the Tahoe to the Barnes Street parking deck. Kamri noted that she and [REDACTED] frequently get into arguments. Kamri let us talk with the children, but when we asked for their names, she said she wasn’t telling us.

While talking with Kamri, she told both me and Ofc. Kelly would not give us the names of her kids when we asked her so that we could document them for the report. Kamri would also start yelling in the parking deck at both me and Ofc. Kelly, while we were asking her simple questions.

Due to Kamri’s intoxicated state, she had to lean up against the Tahoe to keep herself upright. Kamri was uncooperative with me and Ofc. Kelly, when she was asked simple questions. Kamri also told me multiple times that she would not talk to me, due to her intoxicated state and the behavior she was displaying in public.

Kamri’s friend [WITNESS #1], who was with Kamri, came to the parking deck after Kamri had called her. I then talked with [WITNESS #1]. [WITNESS #1] stated that Kamri was with her at LocoMex on the square, where they had both been drinking when [REDACTED] showed up. [WITNESS #1] said Kamri and [REDACTED] were arguing, then left, so she thought they had gone home. [WITNESS #1] noted she then saw [REDACTED] come back into LocoMex and start drinking, but did not see Kamri.

We were unable to locate [REDACTED], who was reckless and left his daughters, [REDACTED BY AGENCY] unattended in the Chevrolet Tahoe in the Barnes Street parking deck. The time was past 0000 hrs, at night, in a public setting where there are numerous intoxicated people, which is reckless behavior.

I was able to speak with [REDACTED] over the phone and asked if he could meet me at either the Barnes Street parking deck or the Carrollton Police Department to discuss the incident. [REDACTED] did not come to either of the locations. [REDACTED BY AGENCY] were turned over to [WITNESS #1] with the permission of Kamri Phelps.

Kamri was placed in handcuffs, the handcuffs were double-locked, and Kamri was placed under arrest. Kamri Phelps was cited and arrested for the following: O.C.G.A- C66-7(A)(21): Disorderly Conduct: Public Drunk. Citation # (210802041)
