On 07/23/2025 at 1353 hours, I was dispatched to [400 BLOCK] North Lake Drive, Unit [REDACTED], in reference to a domestic dispute between [VICTIM #1], his wife, [VICTIM #2], and their son, Kendall Pinckney. [VICTIM #1] requested that I call him prior to my arrival for more details.
I spoke to [VICTIM #2] over the phone, and she informed me that Kendall “suffers from mental illness,” and this morning he “just snapped.” She and [VICTIM #1] were no longer at the residence, and they left Kendall there. [VICTIM #2] stated that around 1330 hours, while they were all at home, Kendall paced throughout the house with his Taurus G2 9mm in his hand and the finger on the trigger. When [VICTIM #2] and [VICTIM #1] went upstairs, where Kendall was, he had his gun in his hand and finger on the trigger because he believed they had done something to him.
Kendall began yelling and threatening [VICTIM #2] and [VICTIM #1]. Kendall stated, “I will kill you and him.” Kendall also stated, “It will pop off in here,” and “If you come back to the house, it’s on and I will fire it up.” [VICTIM #2] informed me that Kendall has an extensive history of mental health issues, such as Schizophrenia, “severe” Anxiety, and Psychosis. Kendall was also taken to Willow brooke on a signed 10-13 back in April.
[VICTIM #1] advised that ever since Kendall was taken on a 10-13, everything has been magnified. [VICTIM #2] said Kendall had been seeing and hearing things that were not there, and for some reason, today he “popped.” [VICTIM #2] also advised that during Kendall’s random outburst, he pointed his gun at [VICTIM #1]’s head. At this moment, [VICTIM #2] and [VICTIM #1] told Kendall they had to go to the hospital to get [VICTIM #1]’s catheter, and this was an excuse to get away from Kendall safely, according to [VICTIM #2].
While on the phone with [VICTIM #2], she clarified that there was no one else in the house except Kendall and that he drives a red 2012 Kia Optima. [VICTIM #2] stated once again that she was very nervous and really believed that Kendall was going to “fire off.” I gathered Kendall’s identifying information and phone number and met with my supervisors, Sgt. Medert and K9 Cpl. Awalt, at the East Carrollton Recreation Department, which is across the street from [400 BLOCK] North Lake Drive. While staging across the street, the chain of command was notified, and Lt. Kenerly and Captain Cole arrived. A tactical plan was created to de-escalate and take Kendall into custody.
I joined an arrest team with Detective Jones and two members of the Carroll County ACE Unit. I and Cpl. Awalt successfully evacuated Kendall’s neighbors while another Officer spoke to Kendall on the phone. After about thirty minutes of speaking to Kendall aver the phone, Kendall stated he was coming out. I heard Cpl. Awalt gave loud, verbal commands to someone, whom I assumed to be Kendall.
I quickly exited the unmarked vehicle that the arrest team was in and relocated to the rear of the building, where Cpl. Awalt had contact. I observed Kendall walking in the backyard with his hands raised above his head, while I was pointing my patrol rifle in his direction (due to the nature and severity of the call). Kendall complied with all commands given to him and was placed in a pair of double-locked handcuffs, which were checked for proper fit.
This incident falls under the Georgia Family Violence Act due to [VICTIM #2] and [VICTIM #1] being Kendall’s parents.
