On 10/12/2025 at approximately 1720 hours, I responded to 1735 South Park Street (Walmart) in reference to a male exposing himself in public. Dispatch advised a black male with black dreads, black shorts, and tan slides was in the women’s apparel section with his p*nis out.

Upon my arrival, I made contact with the complainant, [WITNESS #1] (loss prevention). [WITNESS #1] told me he had seen the black male, later identified as Kenechi Oluku, in the women’s apparel section, exposing his genitals to customers. I watched the recorded video and could clearly see a black male wearing the same clothing that dispatch described. Kenechi was in the women’s underwear section and was standing closely behind a white female with his p*nis in his hand, outside of his pants.

[WITNESS #1] advised us that the Kenechi was walking away from the electronics section and towards the automotive area. I located Kenechi as he was approaching the self-checkout aisle near the Home and Pharmacy side of Walmart. I told Kenechi to place his hands behind his back. I placed Kenechi in handcuffs, both hands to the rear, checked for fit, and double-locked them. I conducted a search incident to arrest and then transported Kenechi outside Walmart to my patrol vehicle, where I secured him in the back.

Sgt. Spruell read Kenechi his Miranda rights. He told us he understood and would speak with us. Kenechi did not provide many answers to our questions, but did admit to having his penis in his hand, outside of his waistband, because he was scratching it. I issued Kenechi a criminal trespass warning at the request of [WITNESS #1]. I then transported Kenechi to the Carroll County Jail, where he was turned over to jail staff.

At a later time, I made contact with Lieutenant Hitchcock, who had observed the full video provided by [WITNESS #1]. Lt. Hitchcock requested that I retrieve Kenechi from the Carroll County Jail and transport him to the Carrollton Police Department for an interview. He also requested that I secure Kenechi’s cell phone and put it in evidence.

I returned to the Carroll County Jail, where I brought Kenechi back to my patrol car. I read Kenechi his Miranda Rights, and he told me he understood. I asked for the passcode to his phone. Kenechi refused to give me the passcode. I then secured his cell phone in my patrol car and transported him to the Carrollton Police Department interview rooms. I handed Kenechi over to Lt. Hitchcock and then went to evidence to secure Kenechi’s white iPhone in evidence locker E4 at approximately 2015 hours.

I observed the full video sent by [WITNESS #1]. I was able to observe Kenechi standing within inches of an unknown white female in the women’s underwear section. Kenechi was holding his p*nis in his hand when he brought it even closer to the female, almost making contact with her. Kenechi then backed away and ejaculated in the direction of the female. Kenechi put his p*nis back in his pants and moved his hand towards the female’s an*s multiple times. The video also showed what appeared to be semen hanging from the female’s backside where Kenechi swatted it away with his hand.

After watching the video, it was unclear if any semen had landed on the female or if he actually made contact with the female’s an*s. However, it was clear that Kenechi attempted to touch the female and attempted to project his semen onto the female.

After Lt. Hitchcock finished his interview with Kenechi, I transported him back to the Carroll County Jail and turned him over to Jail staff for booking.
