On April 6, 2026, at approximately 1604 hours, I was dispatched to 1003 North Park Street in reference to a shoplifting occurring. While on the way to the call, dispatch advised the female was inside the store, acting erratic and made her way behind the counter to the employees.

Upon my arrival, I spoke with the manager, [VICTIM #1]. [VICTIM #1] advised that she saw the female, later identified as Kenya Ware, attempting to put items into her black bag. [VICTIM #1] advised that she told Kenya that she needed to pay for the items once she got to the counter, and Kenya told her that her brother was coming to pay for it and that she was “mental health”. [VICTIM #1] stated that after she told Kenya multiple times to pay for the items, Kenya became irate and began yelling at the employees inside of the store and pulling all of the items she had inside her bag out and placing them on the counter. [VICTIM #1] then stated that after Kenya told her that she was going to bust the windows out in her car, Kenya made her way behind the counter, walking fast in an aggressive manner towards them by yelling at them while continuing to charge in their direction. [VICTIM #1] advised that she wished to prosecute.

After speaking with [VICTIM #1], I spoke with the other employee in the store, [VICTIM #2]. [VICTIM #2] stated that she was behind the counter and saw Kenya becoming irate and yelling inside the store. [VICTIM #2] advised that after Kenya made a threat to bust out [VICTIM #1]’s windows in her vehicle, she came behind the counter and charged at them in an aggressive manner by yelling at them while continuing to walk towards them.

I was able to look at camera footage from the store of the incident. While watching the cameras, I observed Kenya Ware pulling multiple items out of her bag that belonged to the store and waving her arms and moving her head aggressively, which made it appear that she was yelling at the employees. I then observed Kenya walk behind the counter where [VICTIM #1] and [VICTIM #2] were standing, and she continued to walk quickly towards them with her hands.

The following items are what Kenya pulled out of her bag that belonged to Dollar General:

1. 4 Reese’s Sticks candy bars – $11
2. 2 Argan Oil – $12.50
3. 4 Car Air Fresheners – $7.20
4. 3 Deodorant sprays – $22.25
5. 2 Hair sprays – $7.80
6. 4 packs of eyelashes – $21.95
7. 1 50 SPF sunscreen – $9.50
8. 1 container of hair oil – $7.00

The total amount shoplifted was $99.20. Kenya was placed into double locked handcuffs that were checked for proper fit and transported to the Carroll County jail without incident.

Kenya was charged with shoplifting (O.C.G.A. 16-8-14) because she concealed multiple items she did not pay for inside her black bag and did not attempt to pay for them at the register. Kenya was also charged with Disorderly Conduct (C66-7(A)(1)) because she was acting in a violent and tumultuous manner towards [VICTIM #2] and [VICTIM #1] when she came behind the counter and charged towards them which they advised put them in fear for their safety because of the threat she made to bust out [VICTIM #1]’s car windows right before she came back there.
