On 4/4/2026 at 21:50 hours, I was dispatched to 119 Bradley Street (Local Ties Brewing Company) in reference to a dispute in progress. Dispatch advised that a black male was being disorderly in the business.
Upon my arrival, I observed a black male, later identified as Kyle Watson (offender/arrested), matching the description standing in the middle of the road facing Local Ties yelling at the business owners. When I got out to speak with Kyle, I could smell the odor of alcohol and Kyle was swaying while speaking with me due to an intoxicated state. He stated to me that there was an issue after him losing his phone inside the business, in which his story later changed to him losing his headphones, and then his wallet. It should be noted that Kyle gave me his wallet when I asked for his driver’s license.
After additional units arrived, I went to speak with [WITNESS #1] (complainant) and [WITNESS #2] (witness). [WITNESS #1] and [WITNESS #2] both advised that staff had requested the male to leave after making multiple customers and staff members uncomfortable. After management requested Kyle to leave, he refused to do so and told [WITNESS #2] that he was going to put him in a chokehold as a result of [WITNESS #2]’s request for him to leave. [WITNESS #2] advised that the dispute never turned physical, and that Kyle had eventually walked out of the business, where he then stood at the front door yelling at staff and then proceeded to do so again from the middle of the road where I found Kyle upon my initial arrival.
I went back to speak with Kyle. I could see that Kyle was visibly intoxicated, and Kyle told me that he had only had about four shots that night. He denied ever telling [WITNESS #2] that he was going to put him in a chokehold, and that that statement was completely out of character for him. Kyle eventually apologized and told me that the entire situation was just a misunderstanding.
Kyle was placed in handcuffs, checked for fit, double-locked and placed in the back of my patrol vehicle where he was transported to Carroll County Jail.
It should be noted that Kyle kicked the divider in my patrol vehicle on the way to jail and proceeded to yell the entire way there.
