On October 18th, 2025, at approximately 23:41 hours, I, Officer Carroll, was dispatched to [400 BLOCK] Hays Mill in reference to a fight.

Upon arrival, Sergeant Uglum and I located the involved parties. Immediately, it was apparent that both parties were bleeding profusely from injuries sustained during the fight. Mr. [VICTIM #1] was bleeding from several lacerations, primarily one on his left cheek. Mr. [VICTIM #1] also had lacerations on his neck, eye, and forehead. Mr. [VICTIM #1] also had bruising around his neck. Ms. [VICTIM #2], the other involved party, had a laceration on the left side of her chin. Myself and Sgt Uglum began administering aid to both victims while collecting information for responding units.

Mr. [VICTIM #1] stated the following: while moving out of his apartment with Ms. [VICTIM #2], his neighbor in [REDACTED] began cat−calling his girlfriend (Ms. [VICTIM #2]) and staring at them. Mr. [VICTIM #1] stated that he asked them if they had a staring problem. He stated that they then began arguing back and forth, but proceeded towards the car to finish the packing. While walking to the car, the neighbor, identified as Maraquez Ross, threw a glass beer bottle at Mr. [VICTIM #1] and Ms. [VICTIM #2]. Both Mr. [VICTIM #1] and Ms. [VICTIM #2] stated they continued walking towards the car to finish packing due to the bottle not hitting them.

Both Mr. [VICTIM #1] and Ms. [VICTIM #2] stated that once they had finished packing and were about to leave, they were approached by the neighbors in [REDACTED]. Mr. [VICTIM #1] stated that the two men confronted him. A verbal argument proceeded and led to the fight. He stated the neighbor (Mr. Maraquez Ross) struck him with a glass beer bottle. Once this occurred, he stated he attempted to retrieve his lock box with a gun in it to defend himself and his girlfriend, who was now involved in the fight, trying to separate the three men. Mr. [VICTIM #1] stated he was unable to get the lock box open due to the keys to the lockbox being in the front of the car and the fight occurring at the rear. He was unsure exactly how the fight went, but stated he remembered being hit repeatedly and placed in a choke hold and held there while being hit by the two men.

Ms. [VICTIM #2] agreed with most of the statements made by Mr. [VICTIM #1]. Ms. [VICTIM #2] stated she believed Mr. [VICTIM #1] had retrieved the lock box before the fight occurred, as the men approached Mr. [VICTIM #1] and Ms. [VICTIM #2]. During the fight, the lockbox was dropped and kicked across the concrete.

Mr. Ross returned to the incident location, where he spoke to other responding officers. Mr. Ross was noticed wearing fresh clothes that did not match the clothes he was reported to be wearing at the time of the fight with no blood on them or on him.

The lockbox was recovered and observed to have blood on it and bloody fingerprints, but it was locked.

The keys to the lockbox were also located at the front of the vehicle. The gun inside the lock box was also observed, and it did not have any blood on the firearm.

Mr. [VICTIM #1] received 13 stitches on his cheek from the laceration caused by the glass bottle. Ms. [VICTIM #2] received 7 stitches in her chin from the injuries sustained.

Both Ms. [VICTIM #2] and Mr. [VICTIM #1] wished to press charges.

CID was notified, and Detective Thomas responded to the incident.
