On 10/17/2025 at approximately 1212 hours, I initiated a security check in the area of the pavilion on Rome Street and City Hall Avenue.
Once on scene I met with Michael Owens (offender), who was sitting at a table under the pavilion with two open beer cans in his immediate vicinity. I asked Michael if he had been drinking from the open beer cans, to which he replied that he was just having a beer. Michael stated that he was having a beer, and someone was possibly bringing him a jacket and other beers for later.
I have been out in that same area multiple times in the past, and seen Michael drunk walking in that general area. Previously, I have asked Michael to be careful and not walk around the streets while intoxicated. I mosre recently spoke to Michael on Tuesday 10/14/2025 in reference to a suspicious person yelling at people walking near the pavilion. Michael was found to not be the suspect, but was slurring his speach as if he was intoxicated during that encounter.
Michael was slurring his speach as if he was intoxicated while I asked him about having open containers of beer. This slurring of speach became more noticeable as I spoke to him in more depth about why he was drinking at the pavilion.
Michael admitted to drinking from the open beer can just before I arrived on scene. Michael was then placed under arrest for the charge C66-7(A)(20)(A) Disorderly Conduct (Open Container).
Michael was handcuffed behind his back, double-locking them and checking for fit, searched incident to arrest, then transported to the Carroll County Jail in the back of my patrol car 11-18.
