On November 8, 2025, at approximately 0231 hours, I approached 412 Adamson Square (Loco Mex). I arrived and saw Officer Muffley and Officer Rodriguez attempting to wake a man sleeping at a table in front of Loco Mex. This table was located behind the front gate at Loco Mex, directly in front of their entrance. A light was shone in his eyes multiple times; we also had to yell “Sir! Morning, time to wake up!” numerous times before the male, later identified as Michael Owens, opened his eyes.

This is what Michael stated:

  • Michael was asked for his name. Michael responded that his name was Michael Owens.
  • Michael was asked for his birthday. Michael’s eyes began to close, and he began to fall asleep again.
  • Michael was asked how long he had been out here. Michael stated that he does not know.
  • Michael was asked if he knew where he was. Michael responded that he is currently at the hospital.
  • Michael claimed not to have drunk anything.
  • Michael was asked to stand. Michael stated he could not stand up and then said his back hurts him.
  • Michael was asked how he had arrived at this location. Michael stated he doesn’t know how he got out of the car after being dropped off and confirmed he is too drunk to remember.

This is what I observed from Michael:

  • Michael was slurring his words and smelled like the odor of urine. The smell of an alcoholic beverage was also emitting from Michael and his breath.
  • It began raining very hard outside. Michael was sitting under an awning, but it leaked, allowing a lot of rainwater to pass through. This rainwater was dropping onto Michael’s leg; Michael did not move his leg as the water soaked his pants. Michael was instructed to move his legs to the side so he could exit the water.
  • Michael had an open cup in front of him with a light brown liquid inside. Officer Darling smelled it and verified that it had the odor of an alcoholic beverage. After 0000 hours, you can no longer have an open container of an alcoholic beverage in public on Adamson Square.
  • Michael was in and out of sleep while being interviewed.

I guided Michael to his feet and placed him under arrest. I put handcuffs on his wrists. I double-locked them and checked for a good fit.

  • Michael began to stumble and almost fall forward when walking toward the back of my patrol car
  • Michael had to be guided into the back seat of my patrol car by Officer Muffley and me.

I then escorted Michael to the Carroll County Jail, where the Jailers took custody of him.

Michael Owens is being charged with City Ordinances C66-7(A)(21) Disorderly Conduct: Public Drunk, and C66- 7(A)(20)(A) Disorderly Conduct (Open Container).
