On May 29, 2026, at approximately 2245 hours, I responded to [REDACTED] in reference to a dark-skinned male wearing a white shirt trying to “rub” on the complainant’s daughter.
Upon arrival, I met with [WITNESS #1], who stated she had been sitting in her vehicle with her kids outside her apartment at Building #[REDACTED]. [WITNESS #1] stated that she and the kids were sitting inside her vehicle with the windows down due to her apartment smelling like gas. [WITNESS #1] stated she was on the phone trying to order food and contact the gas company while her kids sat in the back of the vehicle. [WITNESS #1] said her daughter, [REDACTED BY AGENCY] (6 years old), climbed up into the front seat with her suddenly. [WITNESS #1] stated she looked around, inned black male, whom she only knew as “Bam” walked to the front of the vehicle. “Bam” was later discovered to be Odarian Phillips. [WITNESS #1] said Odarian began talking about a male who tried to jump him, and she asked what he was talking about, and Odarian walked back toward Building [REDACTED]. [WITNESS #1] stated Odarian was wearing a white shirt, and his sister stays in the apartment [REDACTED] across the hall from her apartment. [WITNESS #1] stated that once Odarian left [REDACTED BY AGENCY] told her that he had touched her buttocks. [WITNESS #1] said that she never heard Odarian talking to [REDACTED BY AGENCY] so he must have just reached in the open window and began touching her. [WITNESS #1] was unable to give a further description of what Odarian was wearing.
I went to Apartment [REDACTED] and spoke with [REDACTED], who stated she had no idea what was going on, and Odarian was not in her apartment. [REDACTED] gave consent for officers to check the apartment to make sure Odarian was not inside, and we had no contact. [REDACTED] stated that Odarian does not have a cellphone, and she does not know where he is.
I walked through the parking lots of [REDACTED], looking for Odarian, and had no contact.
There is a camera on Building #[REDACTED] pointed toward the parking lot where [WITNESS #1]’s vehicle was parked, but due to management not being on scene, we were unable to access the footage. The front office is open weekdays from 1000-1600 hours.
Investigator Cook was notified of the incident. [WITNESS #1] agreed to work with Investigators Monday about setting up an interview for [REDACTED BY AGENCY]
