On 5/14/2026 at approximately 2352 hours, I responded to the area of 210 Adamson Square in reference to a male threatening to fight people at the Irish Bred Pub. Dispatch described the male as a black male wearing gray pants and a white sleeveless shirt, holding a gray shirt. Dispatch advised that the male was walking towards Chips (301 Adamson Square).

Upon my arrival, I met with the complainant, [WITNESS #1]. [WITNESS #1] began explaining how the male, later identified as Rico Rodriguez, had been kicked out of the Pub and Chips due to his extremely intoxicated state and his threatening customers. [WITNESS #1] told me that Rico was walking up to groups of people and yelling at them, trying to provoke a fight with the customers.

While speaking to [WITNESS #1], I noticed a male matching the description given by dispatch. [WITNESS #1] also pointed towards the male, Rico, and told me that he was the guy threatening customers.

I approached Rico and asked him to walk to the front of my patrol vehicle. Rico stumbled to the front of my patrol car, almost falling several times. I could smell the odor of an alcoholic beverage coming from Rico’s breath. Rico slurred his speech heavily, had bloodshot eyes, and seemed confused. I asked Rico why he was kicked out of two bars. Rico told me that he had not been kicked out of bars. I asked Rico if he was threatening to fight people. Rico told me that he was not.

[WITNESS #1] told me that Rico was on the balcony of Chips as well, arguing with customers and causing a disturbance. I spoke with the manager of Chips, [WITNESS #2], who also confirmed this statement.

Sergeant Moreau explained to me that Rico had been on a scene earlier in the night and was extremely intoxicated. Sergeant Morea’s observations from earlier in the night furthered my suspicions that Rico was still extremely intoxicated and becoming more of a nuisance to the public.

Due to Rico’s extremely intoxicated state, his threats towards patrons and attempts to provoke fights, and his apparent loud and disruptive behavior, I placed him under arrest. I placed Rico in double-locking handcuffs, both hands to the rear, and checked for proper fit. I walked Rico to the rear of my patrol vehicle, where I searched him incident to the arrest. Rico again almost fell over while walking. I found nothing of interest and secured Rico in the rear of my patrol vehicle. Rico asked me numerous times why he was being arrested. I explained the charges to Rico numerous times, which he seemed to forget every time.

I transported Rico to the Carroll County Jail, where he was turned over to the jail staff for booking. Rico was also served with a criminal trespass notice from the Pub and Chips.

Rico was charged with the following:

• C66-7(A)(21) Disorderly Conduct: Public Drunk
• C66-7(A)(4) Disorderly Conduct: Provoke/Engage/Fight
