On 04/14/2026 at approximately 02:15 hrs, I was dispatched to 565 Bankhead Highway (Taco Bell) regarding a man who had his genitals out in front of an employee at the drive-through window. Dispatch advised the male was wearing a jean jacket, a red shirt, and black sweat pants.
Upon arrival, at approximately 02:19 hrs, Ofc. Louderback (250) and I got out with the individual in front of Taco Bell, who was identified as Ridwan Kazeem (Offender). Kazeem was detained and placed in the back of Ofc. Louderback’s patrol car while we continued with the investigation.
I then spoke with [VICTIM #1], who was working the drive-through window. [VICTIM #1] stated Kazeem had walked up to the drive-through window. [VICTIM #1] said while Kazeem was ordering tacos, she had seen his genitals, “balls” out of his shorts, and was uncomfortable. I then had the manager, [REDACTED], pull up security camera footage of the interaction at the drive-through window. I observed on the security camera footage that Kazeem was at the drive-through window after getting his food. He began to turn to his right with his pants that had slid down far enough that the shaft of his p*nis could be seen. The security camera footage was recorded for documentation purposes.
While I was inside the establishment Ofc. Louderback was talking to Kazeem.
I was then was asked by Taco Bell employees to fill out a criminal trespass notice for Kazeem. The criminal trespass notice was printed and signed by Kazeem.
I then transported Ridwan Kazeem to the Carroll County Jail.
Ridwan Kazeem was arrested for the following:
O.C.G.A- 16-6-8: Public Indecency
I also had a criminal history run for Kazeem, where I found that he was found guilty in New York on 02/18/2022 for (Forcible Touching- Touch Sexual/Intimate Parts of Another Person).
