On 4/24/26 at approximately 2347 hours, I was performing a routine patrol of Admason Square in my marked patrol vehicle.
While traveling around the exit of the D sector, I noticed multiple people in front of Chip’s Burger Bar on the ground in an active fight. I radioed dispatch, exited my vehicle, and ran towards the group. I pulled one individual off and noticed the other two people were employees of Chip’s. I was able to get the other subject, later identified as Ryan Cosgrove, into handcuffs, double locked, and placed him in the back of my patrol vehicle.
Once he was secure, I met with Chip’s employees, who stated that Cosgrove had started the fight by attempting to enter the bar after already being removed by security for being highly intoxicated and making females feel uncomfortable with his advances towards them.
I was able to watch video footage which showed Cosgrove very unsteady on his feet, standing in front of Chips. While security was checking ID’s at the door, Cosgrove attempted to slip by security and was stopped. Cosgrove is pushed out of the bar by security. Cosgrove turns around and throws a punch at security. Chip’s security defends himself and takes Cosgrove to the ground until I arrive.
I transported Cosgrove to Carroll County Jail, where jail staff took custody.
I was also informed by dispatch that Cosgrove had an outstanding warrant through Paulding County SO.
Cosgrove was charged with: Disorderly Conduct Engage in Fight – C66-7(A)(4).
