[NARRATIVE #1 on March 11, 2025]

On [03/11/25] at approximately 13:35 hours, I was dispatched to 1 W Club Drive (Sunset Hills Country Club) in reference to a suspicious person. Dispatch advised a black male with a blue wig and a skirt came into the clubhouse acting suspiciously. Dispatch advised the male tried to go into rooms he did not belong in.

I arrived on the scene at approximately 13:42 hours and met with the manager, [VICTIM #1]. [VICTIM #1] stated he saw a skinny black male wearing a blue wig and a skirt drive a white golf cart onto the sidewalk of the clubhouse, almost striking the clubhouse. [VICTIM #1] stated the male was raising his voice to him and began poking him in the chest while screaming in an aggressive manner. [VICTIM #1] stated the male said his name was Timothy and that he owned the country club. It was later discovered the male’s name was Timothy Rowland. [VICTIM #1] believed the golf cart Timothy was driving was stolen. I asked [VICTIM #1] if I could watch the camera footage of this incident, to which he agreed.

While watching the camera footage, I observed Timothy to be a skinny black male wearing a blue wig, a white cap, a red shirt, and a skirt driving a white golf cart onto the sidewalk in front of the clubhouse, exiting the golf cart, and entering the clubhouse. I then observed [VICTIM #1] escort Timothy out of the clubhouse. Once outside the clubhouse, I saw Timothy get extremely close to [VICTIM #1] in an agitated and aggressive manner. I saw Timothy poke [VICTIM #1] in his chest several times while talking with [VICTIM #1]. [VICTIM #1] stated Timothy appeared to have mental health problems. [VICTIM #1] stated he wanted Timothy criminally trespassed from the entire property.

Officers made contact with Timothy near the entrance of the neighborhood. I met up with officers and Timothy, where I attempted to get Timothy’s side of the story. I asked Timothy what was going on for police officers to be called out here, to which Timothy stated he owned the place. While talking with Timothy, Timothy took his cap off, threw it on the ground, and began walking off. I told Timothy he was not free to leave, and Timothy stopped. I then placed Timothy in handcuffs and told him he was under arrest.

Due to Timothy not being able to dispel the alarm of why he was at the country club, Timothy was arrested for loitering and prowling. Timothy was also arrested for disorderly conduct (provoking/engaging/fighting) due to him threatening [VICTIM #1] by getting into [VICTIM #1]’s personal space and poking his chest while yelling at [VICTIM #1] in an aggressive manner. Timothy was also criminally trespassed from all of Sunset Hills.

Cpl. Preston met with [VICTIM #2] and [VICTIM #3] who advised that Timothy entered their home and stole their golf cart. Reference Cpl. Preston’s supplemental report.

[NARRATIVE #2 on March 11, 2025]

On 3/11/2025 at 1335 hours, dispatch gave out a call at 1 West Club Drive (Sunset Hills Country Club) in reference to a suspicious person Dispatch advised that it was a black male in a skirt with a blue wig. Due to previous interactions with that male, I believed the suspect to be Timothy Rowland. I advised dispatch of his OLN and started towards the area.

Dispatch advised that the complainant stated that the suspect was pulling on door handles in the clubhouse and had driven off in a golf cart. I arrived in the area at approximately 1348 hours and observed a suspect matching the description. After observing the suspect, I knew him to be Timothy Rowland.

I exited my patrol vehicle to speak to Timothy. I asked Timothy what he was doing up at the clubhouse. Timothy stated that he owned Sunset Hills. He advised that he had recently inherited “the entire plantation”. Around this time, a resident of Sunset Hills flagged me down and advised me that Timothy had illegally entered their residence and taken their golf cart. [VICTIM #2] and [VICTIM #3] stated that Timothy took the key to their golf cart, which was inside their house. [VICTIM #2] advised that he had just returned the golf cart. I confirmed with [VICTIM #2] that Timothy entered their house. She confirmed and stated that he had also eaten some of their food.

I then went back to Timothy and read him his Miranda warning. Timothy advised that he understood his rights and agreed to speak with me. First, I asked Timothy where he got the golf cart he was driving around. Timothy pointed and said “from a house over there. But I took it back.” I then asked Timothy where the keys to the golf cart were located. He advised “inside the house”. I then asked Timothy if h entered the house to get the keys. He stated “I’m not going to lie and say I didn’t. That’s also where I got this hat from”. It should be noted that Timothy was wearing a black and white baseball cap with a C on the front.

I then went back and spoke to [VICTIM #2] and [VICTIM #3] and asked them about prosecution. [VICTIM #3] confirmed that the hat Timothy had on belonged to [VICTIM #3]. [VICTIM #2] advised that at this time, they did not wish to prosecute. I advised her that she could change her mind and that if she does, to give us a call.
