On 06-12-2026 at 1152 hours, I (Cpl. Coats) responded to Burson Avenue near the group of aparment complexes in reference to a male laying on an abandoned couch indecently exposing himself. The description was given out as a black male (20’s/30’s) wearing nothing but shorts.

Upon arrival, I located the suspect laying down on an abandoned couch. The couch was on the shoulder/curb of the road, as if it was put on the street for garbage pickup. The couch was directly in front of an apartment complex called The Factory at Beck Creek ([600 BLOCK] Burson Avenue) directly across from the multi family apartment complex called Harmony Oaks ([600 BLOCK] Burson Avenue). The male was in public view and plane sight of both apartment complexes, as well as every vehicle that travels on that road. It should be noted that school was out for the summer and families and children live at those apartment complexes and were outside playing.

When I first approached the male, I thought he was completely nude. Once I got up to the couch, I saw the male only had shorts on (shirtless), but it was pulled down, exposing his buttocks and pubes and part of his p*nis. I also noticed he had a clear and white fluid on his stomach that was apparent to be ejaculate/semen fluid. The male was identified as Travarious Lewis.

I asked Travarious what was all over his stomach. Travarious replied “it’s like um, like um” and then started smiling without saying what it was. He then said it was dirt that he put water on. I called him out on this and said that it does not look like dirt.

Officers then had to tell Travarious to pull his shorts up because he was still exposing himself. I asked Travarious why his shorts were down, which he responded because he had his hands down his pants.

I then asked Travarious what he was doing on this couch. Travarious stated that he felt some “tension” in his body and then he found this couch and decided to lay down. I asked Travarious so you had some tension in your body and you tried to relieve the tension. Travarious shook his head up and down and said yes. I then asked Travarious by relieving the tension what does he mean and what did he do. Travarious then held up two hands in a closed grip as if he was gripping a stick and said he just started “mashing” his p*nis to relieve the stress. I then asked Travarious so is that’s what’s all over your stomach (ejaculate/semen), which he nodded yes.

I spoke to the complainant/witness ([WITNESS #1]) via phone call. [WITNESS #1] stated she was the one who called police after she witnessed the act. [WITNESS #1] stated she was traveling down Burson Avenue in her vehicle when she saw Travarious laying on the couch with his shorts pulled all the way past his thighs, exposing his buttocks and p*nis. [WITNESS #1] stated that Travarious was actively mast*rbating with his p*nis completely out of his pants and visible out in the open/public view and he had his hands on his p*nis going up and down and was stroking his p*nis hard and was “going at it”. Travarious was placed under arrest.

Travarious was then transported to the Carroll County Jail where he was charged with the following: Public Indecency (16-6-8)

I had a Criminal History report completed on Travarious for prior Public Indecency convictions. It was discovered at this time, he had 1 prior conviction of Public Indecency on 07-12-2022, making this a misdemeanor for now.

A warrant was typed to be signed by a Judge.
