On 04/11/2026 at 1725 hours, I was dispatched to the area of 210 Adamson Square (Irish Bred Pub) in reference to a white male, later identified as Travis Smith, wearing a purple shirt, blue jeans, a purple hat, and sunglasses, who was extremely intoxicated. Dispatch advised the male had attempted to remove the signs from the bathroom and was now sitting at the bar, refusing to leave.

Dispatch then advised that Travis was walking towards 301 Adamson Square (Chips Burger Bar).

I arrived on scene at approximately 1726 hours and noticed a white male in a dark-colored shirt with a dark-colored hat, jeans, and sunglasses standing at the crosswalk of the southwestern quadrant facing north. I recognized this male as the one who matched the description provided by Dispatch. I activated my blue cruise lights on my marked patrol car and parked in the southwestern quadrant. I immediately told Travis to walk to me multiple times, but he did not comply. I walked up to Travis, grabbed onto his arm, and walked him towards my marked patrol car. As Travis walked, he swayed side to side, and I was met with the overwhelming odor of an alcoholic beverage emanating from his person. Travis began speaking in a slurried, slowed tone, stating that I had no reason to identify or detain him. I asked Travis to identify himself multiple times, but he failed to do so, continuing to slur his speech while raising his tone in a boisterous manner.

Ofc. Osbourne #215 and Ofc. Muffley #285 arrived on scene, and I told Travis to turn around and place his hands behind his back, which he did, and I placed him in handcuffs that were double-locked and checked for fit.

Due to Travis’ behavior manifesting in a boisterous and intoxicated state in public, his refusal to identify himself to me and obey my lawful commands to walk towards me, and the later discovery that he had an active Criminal Trespass warning from 210 Adamson Square (Irish Bred Pub), he was placed under arrest for the following at 1728 hours.

  • Disorderly Conduct Public Drunk C66-7(A)(21)
  • Criminal Trespass After Notice C66-11(B)(3)
  • Obstruction of a Police Officer C66-7(A)(22)

Ofc. Muffley transported Travis to the Carroll County Sheriff’s Office, where he was transferred to their custody at approximately 1741 hours.
