On October 26, 2025, at approximately 0022 hours, I made a Police-Citizen Encounter with Wyatt Bray on South Street at Kramer Street.
As I approached Wyatt, I noticed that he was shirt less and stumbling while walking down the sidewalk. I pulled in front of Wyatt so he wouldn’t walk into oncoming traffic. I asked Wyatt what he was doing walking down the sidewalk without a shirt on. Wyatt was having difficulty answering the question. I asked Wyatt where he was coming from, and all he could say was ‘from there,’ pointing to Maple Street. I asked Wyatt where he was going, and he said home, pointing down the road toward Lee Street. Wyatt could not give me an address and then said it was his friend’s house.
I asked Wyatt how many drinks he had tonight, and he said two. I told Wyatt that it looked like he had more than two drinks, based on his slurred speech and swaying back and forth. Wyatt then said that he had six drinks.
Based on the fact that Wyatt was unable to answer questions, slurred speech, no shirt, and unable to stand without swaying, I placed Wyatt into handcuffs, checked fit, and double-locked. Wyatt is also under the legal age to consume alcohol at the age of 18 years of age. Wyatt was charged with the following.
Dis. Conduct: Public Drunk C66-7(A)(21)
Wyatt was transported to the Carroll County Jail without incident and was booked for the above charges.
