[NARRATIVE #1 on August 18, 2025]

On 8/18/2025. Deputy Brock responded to [400 BLOCK] Tuscany Village Drive, Ringgold, GA 30736, in reference to an indecent exposure that had already occurred. Deputy Brock met with the complainant that provided Deputy Brock with camera footage of the listed offender swimming in their community pool naked, exposing his gentiles multiple times to the guest at the pool. Due to the complainant being the president of their HOA she was able to identify the offender by the video as well as provide Deputy Brock with the offenders address.

It was at this time Deputy Brock relocated to the offenders house, [300 BLOCK] Tuscany Village Drive, Ringgold, GA 30736. Deputy Brock arrived at the offenders residence and made contact with him. Deputy Brock advised the offender that he was under arrest due to the public indecency that he displayed. Deputy Brock cuffed the offender in the rear, palms facing out. The cuffs were checked for fit and double locked. The offender was searched for contraband incident to arrest with none being found. The offender was placed in the rear passenger seat of Deputy Brock’s patrol car and fastened in.

The offender was transported to detention and turned over to the detention staff with no issues. The rear cab of Deputy Brock’s patrol car was searched for contraband prior to as well as after the transport for contraband, with none being found.

Deputy Brock has attached the video of the lewd acts in the evidence portion of this case report.

Deputy Brock is seeking warrants at this time.

[NARRATIVE #2 on August 19, 2025]

On 08/19/2025 Deputy Boshears received a call for service at the address. Deputy Boshears arrived and met with the Complainant who advised that the HOA had put out an announcement to anyone in the neighborhood with more information about the Offender. Two individuals replied to the announcement and wished to add to this report.

Deputy Boshears met with the Witness who advised that she lives next door to the Offender. She claims that the Offender has messaged her repeatedly showing odd behavior and has been following her around the neighborhood with unwelcome often inappropriate conversation. Deputy Boshears asked her if she had ever told him to stop following or contacting her to which she replied that she had not.

Her fiance did advise that he recently had a confrontation with the Offender in which the Offender was told to leave the Witness alone. The Witness advised that the Offender leaves her alone when around her fiance but attempts to contact her whenever he believes her alone. The Witness also advised that the Offender had invited her down to the pool for what he referred to as “water exercises” recently and that she believes she has witnessed him photographing women as they walk around the neighborhood.

Deputy Boshears met with the Victim who advised that she did not come forward last date but that she felt more comfortable today. She states that she arrived at the pool last date to read a book. She claims that as she was reading the Offender arrived and chose a seat nearby and began attempting to draw her attention by stretching a pulling his shorts down around his groin. She states that when unsuccessful, the Offender progressively got closer to her until he chose a pool chair directly beside her.

She claims that while sitting beside her he repeatedly adjusted his genitals in another attempt to draw her attention. When still unsuccessful the Offender entered the pool and removed his swim trunks, placing them beside the pool. The Victim claims that at first she did not realize his shorts were off but states that when she did notice, she got up and left immediately.

The Complainant advised that there is a substantial amount of video evidence of the Offender and claims that the Offender can be heard making sexually aggressive comments toward the Victim as she left the pool area. Deputy Boshears advised the Complainant to email the video to the Sheriff’s Office or if possible to upload the evidence to a thumb drive and request a Deputy to come and collect it.

All parties mentioned wished that this report be made for information purposes. Deputy Boshears advised all parties to update the Sheriff’s Office with any future developments to this case

[NARRATIVE #3 on August 20, 2025]

On August 20th, 2025 at approximately 1937 hours, Deputy Baird received a call for service at [400 BLOCK] Tuscany Village Dr in reference to the previous arrest of the listed offender.

Upon arrival, Deputy Baird spoke to the complainant who stated the offender had sent out emails to people in the neighborhood, regarding his arrest on 08/18/2025. The complainant stated there was no direct threat in these emails, but fears the offender will find out who got him arrested and attempt retaliation. These emails are attached to this report.

The complainant wished for this to be documented to show her attorney.
