On July 5, 2026, I, TFC1 Belflower #934, was observing traffic on ML King Jr Boulevard in Savannah. At approximately 0111 hours, I observed a black in color sedan fail to maintain its lane of travel as the vehicle merged onto I-16 West from ML King Jr Boulevard. The vehicle’s passenger side tires crossed the solid white fog line as the vehicle was merging. I located the vehicle and activated my emergency equipment to conduct a traffic stop. The vehicle, bearing Georgia license plate [REDACTED], was a dark in color Honda Civic, and came to a stop on the right shoulder of I-16 West near mile marker 165.
I made a drivers side approach and observed a female driver and a female passenger. The driver was identified as Ms. Jolene White via her Georgia drivers license. While speaking with her, an odor of alcoholic beverage was present and coming from the vehicle. I asked Ms. White to exit the vehicle. While speaking with her outside of the vehicle, an odor of an alcoholic beverage was emitting from her breath. I asked Ms. White how much alcoholic drinks she had prior to driving. She stated she consumed one alcoholic drink (a beer) about an hour prior to driving. I advised her due to the presence of an alcoholic beverage from their person, conducting Standardized Field Sobriety Tests (SFSTs) was needed to determine if they can safely operate a motor vehicle. Ms. White agreed to SFSTs.
Prior to beginning the battery of evaluations for SFSTs, Ms. White was given instructions on how to correctly perform the evaluations and a demonstration was given. Ms. White was asked prior to beginning each evaluation if she understood and had any questions. She stated she understood and had no questions. The following clues and indicators of impairment were observed:
Horizontal Gaze Nystagmus (HGN): Stimulus held approximately 12-15 inches from their face, above eye level. Medically cleared. 6 of 6 validated clues. Bloodshot eyes. Angle of Onset of approximately 35 degrees. Ms. White stated she had a lazy eye and astigmatism.
Walk and Turn: Not conducted due to a medical issue with Ms. White’s knee.
One Leg Stand: Not conducted due to a medical issue with Ms. White’s knee.
Ms. White provided a preliminary breath sample using the Alco-Sensor FST which returned a positive result for alcohol at 0.132 gBrAC. Due to the totality of the circumstances, I advised Ms. White she was under arrest for Driving Under the Influence of Alcohol. She was placed into handcuffs to the rear of their person, double locked and checked for fit. I confirmed her age (21), then read the Georgia Implied Consent Notice for Suspects Age 21 or Over from the green in color Implied Consent card. I requested blood at approximately 0120 hours. Ms. White refused the blood test with a verbal no.
The vehicle was released to the passenger, Ms. [REDACTED].
Ms. White was transported to the Chatham County Jail. Ms. White was issued two citations and DDS Form 1205. She was released to the jail staff.
