On June 13, 2026, I, OFC Thomas Love, Savannah Police Department (SPD), placed Reyes Freeman (Freeman) under arrest at the intersection of Jefferson St. and W. Congress St.
Prior to the arrest, at approximately 0130 hours, I observed Freeman involved in an altercation with another male at the intersection of Barnard St. and Broughton St. The two appeared to be actively fighting, but once I was able to make it to the intersection, the two were yelling at each other. I separated the two males. The other male, who was not identified, was yelling at Freeman about his harassing of a group of nearby females.
I instructed both parties to leave the scene. Both parties complied, but Freeman began to yell at the group of females and approaching them with hands down by his side, but fist clinched. As I escorted Freeman away, I asked him what was going on. He stated he had an altercation with his wife and that she would be leaving or divorcing him despite all he did for her. He was once again told to go home.
Just a few minutes later at approximately 0136 hours, Freeman got into another verbal altercation with a group of females. He approached the females and had to be physically restrained by a friend who stated he was taking Freeman home. He began walking Freeman down Congress St. towards Jefferson St. When the two approached Jefferson St., Freeman appeared to get into another verbal altercation with a group and was resisting his friends’ efforts to escort him away. This was the third instance in a short period of time that Freeman was acting in a violent or tumultuous manner towards people in the area. The decision was made to place Freeman under arrest. He was arrested for Disorderly Conduct (OCGA 16-11-39)
I ran over to Freeman and told him to place his hands behind his back. His friend, who was unidentified by me, briefly attempted to stop us by pulling Freeman away. I instructed him to back up and attempted to gain control of Freeman’s arms. At some point, Freeman either tripped, or gave up by laying down on the ground. I immediately positioned myself on top of him in a seated controlling position at his hips and rolled him to his stomach. I began to give commands to put his hands behind his back. Freeman briefly tensed, then complied after nearby officers assisted with placing handcuffs on him. Freeman was searched incident to arrest and placed in the back of a patrol vehicle. No items of evidentiary value were discovered.
Freeman was then transferred to my patrol vehicle and transported to Chatham County Detention Center (CCDC). Upon arrival, Freeman began to complain that he was feeling sick. He stated he needed to vomit. Prior to that, I was aware Freeman had drunk alcoholic beverages prior to his arrest; however, he did not show a high level of intoxication until arrival at CCDC.
I notified deputies and requested a vomit bag. Freeman vomited multiple times and it became clear that he would not be accepted into the facility until he was medically cleared. He was then transported to Memorial Hospital for clearance. While at the hospital, he was lethargic and appeared to keep falling asleep. I had also observed a small laceration to his right arm, but it was unknown when this occurred.
I notified hospital staff who treated both the laceration and the nausea caused by alcohol consumption and cleared him medically. I then transported Freeman back to CCDC. He was then turned over to jail staff and accepted into their custody.
This concludes my involvement with this incident at this time.
