On 06/28/2026 at approximately 0529 hours, while in full police uniform with badge displayed and driving a marked patrol vehicle, Dispatch sent me to 2100 E. Victory Dr. for a SUSPICIOUS PERSON call.
According to Dispatch, the Reporting Party (IX Security personnel) advised that there was a slender black male approximately 6 feet tall wearing a white tank-top and black pants on the property next to the main building of the shopping center.
Initial Contact
When I arrived at the scene, I observed a man, later identified as Mr. TARON A. SCOTT, who matched the above description. He was walking west away from Ofc Dillard who was attempting to identify him. As I approached, I heard Mr. SCOTT say in a loud voice, “What the fu*k y’all following me for?” Ofc Dillard responded that he was trespassing. Mr. SCOTT reacted by cursing aggressively, “What the fu*k [inaudible] me!”
Disorderly Conduct
I walked to the street on the western edge of the property to block Mr. SCOTT’s path. As Mr. SCOTT approached me within approximately 6 feet, I ordered him to stop with both verbal and non-verbal means. I placed my left hand up with the palm facing outward toward him in a commonly observed “STOP” stance and explicitly told him to “Stop”.
He continued to approach me and made the following statements:
- “Y’all better get the fu*k from around me man!”
- “The fu*k y’all want man?”
- “The fu*k your problem is bruh!”
Mr. SCOTT turned to look at the officer behind him and backed into my hand which had already been extended in my “STOP” stance. He then quickly turned his head back toward me and said, “quit fu*king touching me man!” with a menacing expression on his face. I raised my voice and said stop. Mr. SCOTT replied by asking, “[What] da fu*k you going to do?” then began to angle his body toward me (NOTE: this a common pre-attack indicator by moving into a position that more closely simulates a fighting stance).
By this point in the interaction, I had told Mr. SCOTT a total of six times to stop.
Probable Cause for Arrest
The following facts and circumstances led me to reasonably believe Mr. SCOTT committed the following OCGA offenses:
Loitering & Prowling {16-11-36}
- He was standing around closed businesses late at night,
- Security personnel was alarmed by his pressence resulting in a call to law enforcement,
- He refused to identify himself to officers who stated they were investigating the call,
- He did not provide an explanation for his presence before attempting to walk away from officers.
Disorderly Conduct {16-11-39}
- He was acting in a tumultuous manner by using “fighting words” in the presence of multiple officers.
Conclusion
I signaled to Ofc Dillard to place Mr. SCOTT under arrest. Mr. SCOTT immediately began resisting and was guided to the ground by Ofc Dillard, Ofc Abdul-Kareem, and Ofc Beavers. After being placed in handcuffs, I assisted Ofc Abdul-Kareem in conducting a Search Incident to Arrest; nothing of evidentiary valued was discovered. Mr. SCOTT complained that his handcuffs were too tight since they were applied while he was resisting; I informed him that we would readjust the handcuffs once he was placed in a patrol vehicle. Ofc Dillard placed Mr. SCOTT in his vehicle. An additional charge of Obstruction (16-10-24) was added due to Mr. SCOTT resisting arrest during handcuffing. He was transported to the Chatham County Detention Center.
This currently concludes my involvement in this incident.
