On Sunday, July 19th, 2026, at approximately 1720 hours, the Summerville Police Department was dispatched to [300 BLOCK] Scoggins Street in reference to a domestic between.
Upon arrival, Officers were met by the complainant, Ms. [WITNESS #1], and her siblings, Mr. David Leon Marks and Mr. [WITNESS #2]. Ms. [WITNESS #1] stated that her brother, [WITNESS #2], resides at the incident location with their other sister, Ms. [VICTIM #1]. Ms. [WITNESS #1] stated that [WITNESS #2] is currently going through an illness and has several medications he takes daily. Ms. [WITNESS #1] stated that some of [WITNESS #2]’s medication has come up missing, specifically controlled substances.
While attempting to investigate the missing medications incident, David Marks and [VICTIM #1] proceeded to argue back and forth. Officer Campbell had to repeatedly request subjects to stop arguing with each other and remain civil with each other. David Marks continued to be belligerent with Ms. [VICTIM #1] and some of Ms. [VICTIM #1]’s friends who were present at the time of the reported incident.
David accused Ms. [VICTIM #1] and her friends of being the ones responsible for [WITNESS #2]’s medication. David not only used abusive language but also made comments toward Ms. [VICTIM #1] and her friends that would be deemed “fighting words,” and the context in which he used them was provoking in nature, which made it difficult for Summerville Police Officers to keep the peace. After several warnings, Officer Campbell advised Mr. David Marks that he was under arrest for city ordinance disorderly conduct.
Officer Campbell placed Mr. Marks’ hands into handcuffs, checked for proper fit, and double locked. Mr. Marks was transported to the Chattooga County Jail without incident. Mr. Marks was issued a citation for disorderly conduct. Officer Ramirez followed up with Ms. [WITNESS #1] and Mr. [WITNESS #2] to complete the theft of medication report.
