On September 15th 2026 at 2251 hours I, Deputy Matt Wilson was on routine patrol and at the 4 way stop sign at the intersection of Highway 337 and Highway 48. I observed a 2001 Bronze Jeep Grand Cherokee with a Georgia tag bearing #[REDACTED] come to the stop sign traveling southbound on Highway 48. I observed there to be a male driver.

The vehicle continued southbound on Highway 48. I got behind the vehicle and observed it crossing over the white fog line and started driving into the grass. I attempted to conduct a traffic stop with the vehicle by activating my blue lights. The vehicle acted like it was going to stop by slowing down and turned its turn signal on to turn right onto Edison Street then once again to turn down S. Shinbone Rd.

I observed the vehicle to accelerate and continue to travel southbound. The vehicle speeds was approximately 30-35 mph. The vehicle then crossed over the double yellow line and was driving in the left lane failing to maintain its lane again. I observed the vehicle to get back into its lane of travel then cross back over the white fog line into the grass. At this time I had activated lights and sirens.

The vehicle continued on and was failing to stop. The vehicle kept traveling and I observed it cross in the left incoming lane again but turned its left turn signal on and finally pulled over. During this time I was giving radio communications that the vehicle was not stopping and driving very reckless.

I advised 911 the vehicle had pulled over on the shoulder of the road. I exit my patrol vehicle and approached the driver door. I advised him to let me see his hands and he complied. I advised him of the traffic stop and as I was speaking to him he was very upset. He was on the phone with a family member that was determined to be his father. As I was speaking to him I could smell a strong odor of alcoholic beverage emitting from his breath.

I asked him how much alcoholic beverages he consumed. He stated 1 twisted tea alcoholic beverage two to three hours prior. I also observed there to be a opened twisted tea alcoholic beverage sitting in the passenger floorboard. I asked him about the open container. He stated that was not his. He stated that was his uncles. The male was later identified as Drake Willis.

While speaking to Drake I observed several cues of impairment.

Dui Observations were:

• I observed his face to be pale and flushed.
• I observed his eyes to be bloodshot.
• I noticed his speech was slurred, thick, and mumbled.
• I noticed his behavior was everywhere that he would get very irate and start yelling at me, and then get very soft soft spoken and then start crying.
• He had a strong odor of alcoholic beverage emitting from breath.

All these cues are signs of dui impairment.

I advised Drake to exit the vehicle to further my investigation. He did get very irate and wasn’t very compliment at first. He refused to exit the vehicle after asking him numerous times asking him to exit the vehicle. I was able to calm Drake down and he exited the vehicle for me.

I observed once Drake exit the vehicle he was having some balance issues. He appeared he was about to fall several times. I advised him he could stay on the phone with his father since he was still screaming and crying begging his father to come get him. I asked him if I could run Horizontal Gaze Nystagmus on him. He stated I could.

I asked him if he would sit his phone on my hood. He complied. I advised him I was going to check his eyes. I conducted HGN on Drake that showed 6 out of 6 clues. While conducting HGN I observed him swaying back and forth as if he was struggling to stand up or keep his balance.

At this time I did not conduct walk and turn or one leg stand based on us being on a curve that slanted straight down for the safety of us and the other motorist.

Lt Corey Fielding arrived on scene to assist me. I asked Drake if he would perform on a roadside alcosenser test. He stated he would.

Lt Fielding performed the alcosensor test on Drake that resulted in a positive result (.10) grams.

Based on my observations, Drake driving behavior, his admission to consuming alcohol, the odor of an alcoholic beverage, his physical indicators of impairment, and his performance on the standardized field sobriety evaluations, I placed Drake under arrest for DUI.

A probable cause search for open containers was conducted where I located a twisted tea alcoholic beverage opened in the passenger floorboard and in the back seat floorboard.

It was determined that Drake was under the age of 21.

Drake was placed into handcuffs. Drake was read implied consent for under the age of 21 for blood by Deputy Jerec Roberts who arrived on scene to assist me. He refused the blood draw.

I transported [DRAKE] to the Chattooga County jail.

I later filled out a ALS form and served it to Drake at the Chattooga County Jail on bodycam. He was given his copy and his license went with me and turned in with the ALS form.

I went back into service without any further incidents.
