On the date of 07-18-2026 at or around 22:50 Hours, I, Deputy Reynolds was dispatched to [400 BLOCK] Nancy Lane Summerville Georgia, 30747 due to the complainant [WITNESS #1] stating that a female later Identified as [VICTIM #1] was knocking on his door asking for help.

I arrived on scene and attempted to speak with [VICTIM #1] who was visibly distraught, she had bruises and scratches on her arms. Having prior knowledge of multiple domestic related incidents involving Ms. [VICTIM #1] and a Kenneth Adam Koonce subject that had occurred in the past, I asked Ms. [VICTIM #1] if it was him that did this to her and she stated she was sorry and didn’t mean to cause Mr. [WITNESS #1] any trouble. Mr. [WITNESS #1] stated to Ms. [VICTIM #1] that she was okay, he wasn’t angry but only wanted to try and get her help.

I asked to see the bruises and scratches on her arms. Ms. [VICTIM #1] stood up from the chair she sitting in and initially showed me her right arm with the bruise and then she stated you know I have breast cancer do you want to see my breast. She then immediately exposed her breast to myself and Mr. [WITNESS #1]. I stated “No” and then she lowered her shirt covering herself and I called via radio and had Chattooga E911 advise EMS to meet with me at the end of Nancy Lane to evaluate the female for her wounds and her mental state. Around this time, I was able to convince Ms. [VICTIM #1] to have a seat in my patrol vehicle so that I could take her to the end of Nancy Lane to wait for EMS.

Once Ms. [VICTIM #1] was inside the rear of my vehicle I spoke with Mr. [WITNESS #1] again and Deputy Reeves arrived on scene. Deputy Reeves attempted to speak with Ms. [VICTIM #1] and did have slightly more success due to having prior incidents dealing with her and built up trust.

While speaking with Mr. [WITNESS #1] he stated that Ms. [VICTIM #1] had told him the she had been kicked out of the car and she then ran through the woods seeking help, but she never stated who had kicked her out of the vehicle. Deputy Reeves finished talking with Ms. [VICTIM #1] and stated that she told him that it was the Kenneth Adam Koonce subject she was in the car with, but did not state he had done anything to her.

While transporting her to the end of Nancy Lane, EMS met with us approximately half way down Nacy Lane. After EMS spoke with Ms. [VICTIM #1] the decision was made by EMS based on her mental state that she need to go to the hospital. Ms. [VICTIM #1] did request that I contact her mother, [WITNESS #2].

While speaking to [WITNESS #2] she asked if her daughter was in her vehicle. I told her that her daughter was not located with any vehicle and that we have not received much information from her daughter. [WITNESS #2] stated that her daughter was possibly with Kenneth Koonce and if he was not supposed to be in her vehicle that she had loaned to her daughter to use on the promise to stay away from Kenneth. She also advised that Kenneth had recently been arrested and bonded out of the Chattooga County Jail with a bond condition to stay away from and have no contact with [VICTIM #1].

I collected all relevant information on the vehicle and placed a county wide B.O.L.O (Be on the lookout) that was possibly drive by the wanted Kenneth Koonce subject. At or around 02:26 hours, I located the vehicle at [1100 BLOCK] Back Berryton Road Summerville Georgia, 30747 (This address is listed to a family member of Kenneth Adam Koonce.)

I spoke with the homeowner ([WITNESS #3]) and was given verbal consent to search for Kenneth Adam Koonce in the barn and out buildings on the property. The homeowner also stated that he had scene Ms. [VICTIM #1] and Kenneth together on multiple occasions most recent being one day prior. After a search of the consented areas, we did not locate Kenneth.

I called [WITNESS #2] back and explained that I had found the vehicle and they requested it be towed because they were at the hospital with [VICTIM #1]. I also explained that the tow may come at personal expense. The vehicle was retrieved by [REDACTED] at the owner’s request.

While waiting on [REDACTED] Chattooga E-911 advised that [VICTIM #1] had called from the hospital in Rome, Georgia requesting an officer be sent to speak with her about abuse. I had Chattooga E-911 advise [VICTIM #1] to come to the Chattooga County Sheriff’s Monday between the hours of 0900 and 1600 hours to make her report due to the limited number of Deputies in the county no one could be dispatched to meet with her.
