On June 13th, 2026, at approximately 2108 hours, Deputy Wilson, Deputy Dawson and I responded to the area of Highway 48 at Mahan Road, Summerville, Georgia 30747 in reference to a domestic issue.
Upon arrival, Deputy Dawson spoke to [VICTIM #1], who stated that Michael Collins, who is the father of her children, was following her around and harassing her. She informed Deputy Dawson that Mr. Collins had punched the driver’s window of her vehicle multiple times while trying to talk to her, she also stated that he was possibly intoxicated.
I went to speak to Mr. Collins who refused to speak to me. I attempted to ask for his side of the story and he stated: “She’s told you everything you need to know. Go talk to her.” I then went back to speak with Ms. [VICTIM #1] and Deputy Dawson.
While trying to speak to Ms. [VICTIM #1], Mr. Collins exited his vehicle and walked to the front of Deputy Dawson’s Patrol vehicle and began emptying his pockets. I then walked over to Mr. Collins and asked what he was doing and informed him that he had not been instructed to exit his vehicle. He stated that he was getting ready to go to jail because he had been drinking and driving. I then asked how much he had drank and he stated that he had drank several before he started driving, at that time I did not notice the odor of an alcoholic beverage on him.
I then asked Mr. Collins if he would agree to take some Standardized Field Sobriety Tests, to which he agreed. I ran him through Horizontal Gaze Nystagmus where I got 6 out of 6 clues, Walk and Turn where I got 4 out of 8 clues (started too soon, stepped offline on second 9 steps, took 10 steps on first set and 10 steps on second set, and improperly turned by turning quickly instead of taking a series of small steps around.), and One Leg Stand where I got 1 out of 4 clues (put his foot down). I then asked if he would submit to blowing in the PBT to which he agreed. The PBT returned with a positive result for intoxication (0.083 grams)
I then placed Mr. Collins under arrest for O.C.G.A. 40-6-391A1 DUI- Alcohol, and O.C.G.A. 16-11-39 Disorderly Conduct. I read Mr. Collins Implied Consent to which he agreed to and I transported him to EMS Station 12 for blood draw. I then transported him to the Chattooga County Jail with no incident.
Handcuffs were double locked and checked for fit prior to transport.
Backseat check was conducted before and after transport.
Detainee was seat belted in patrol vehicle.
