On Thursday May 21st, 2026 at or around 21:43 hours I LT. Corey Fielding 03 was on routine patrol on Highway 27 near the Trion Water Treatment Plant, I was traveling northbound. While in the area I observed a vehicle traveling southbound at a high rate of speed passing another vehicle, I then checked the vehicle’s speed using my department issued RADAR (Raptor RP-1 serial #RP-32154) at 72MPH in a posted 45MPH speed limit zone.

Once I checked the speed of the violator vehicle I then turned around on the vehicle and initiated a traffic stop on the vehicle on the parking lot of the former Triangle Shopping Center, the violator vehicle was a 2002 Dodge Ram 1500 blue in clor displaying Georgia tag #[REDACTED]. While on scene I approached the driver whom was later identified as (Shane Keil). While speaking to Mr. Keil I did advise him the reason for the traffic stop was for his excess speed, Mr. Keil advised he was on his way to rescue a dog, during my first encounter with Mr. Keil I did observe that his speech was slurred and his eyes were bloodshot and watery.

While on scene I aksed Mr. Keil for his drivers license and he complied. Once I received the requested documentation I then requested assistance due to the fact I believed Mr. Keil was impaired, Trion Police Department officers Peace and Railey later arrived on scene for assistance, Deputy Matthew Wilson also arrived on scene for assistance.

Once my assisting units arrived on scene I then requested Mr. Keil to exit his vehicle at which point he complied, a pat search of his person was conducted for weapons and none were located on his person. Once the pat search was conducted I then asked Mr. Keil if he had been consuming any alcoholic beverages and he denied, I then asked Mr. Keil if he would be willing to conduct a series of Standardized Field Sobriety Tests for me and he agreed, also noted once Mr. Keil was out of his vehicle I then detected the odor of an alcoholic beverage emitting from his person.

The first series of testing conducted was the Horizontal Gaze Nystagmus Test, prior to testing Mr. Keil was asked a series of medical questions and only advised he had “Vertigo”, no other issues noted, Mr. Keil was also given instructions on how to properly perform the test. During this series of testing it was first noted Mr. Keil did not follow the “Stimuli” as directed instead I observed him in a “Drunken Gaze” staring straight forward, once I advised Mr. Keil to follow the “Stimuli” as directed I then began observing clues. The clues noted during this series of testing was lack of smooth pursuit, the on-set of nystagmus prior to 45 degrees and at maximum devation, also noted was the lack of equal tracking, a total of 6 out of 6 clues were observed.

The next series of testing performed was the Walk and Turn, prior to testing Mr. Keil was given instructions on how to properly perform the test. During testing I did observe Mr. Keil step offline, he was observed to by slightly swaying, missed heel to toe, and was unable to complete the second half of testing, he just abruptly gave up and stopped.

The last series of testing was the One Leg Stand test, Mr. Keil advised he was unable to perform the test due to having “Vertigo”. Once the series of testing was complete I then obtained a breath sample from Mr. Keil at which he did test positive for alcohol on on the portable Alco-Sensor by blowing a .185. Once I received the positive test results and based on the field sobriety testing result I then placed Mr. Keil into custody without incident.

Once Mr. Keil was in custody I then read him the Georgia Implied Consent Notice for DUI suspects age 21 or over (DDS-354) and he first agreed to a blood draw after I had read the second paragraph of the implied consent card at his request, he agreed but later denied the testing.

Once the investigation was concluded Mr. Keil was transported to the Chattooga County Jail without incident, the vehicle he was operating was removed from the scene by Gill’s Towing Service. While in custody I did serve Mr. Keil the Administrative License Suspension form (DDS-1205) due to the fact he refused chemical testing.
