On 08/01/2025, at or around 0947 hours, county units were dispatched to [13600 BLOCK] Highway 100, in reference to a subject who was struck by a vehicle, domestic related. While in route, dispatched advised that the aggressor was still on scene in the vehicle and the person who was allegedly struck, sustained a hand injury and was bleeding.

I arrive on scene and observed two male subjects in the driveway, one of the males later identified as the victim, [VICTIM #1], had his hand wrapped up in a shirt and appeared to be in pain. [VICTIM #1] stated that the aggressor later identified as Stephanie Harcourt, had left. [VICTIM #1] stated that she appeared to be high and could have drugs in the vehicle.

I asked [VICTIM #1] what the circumstances were that led up to the assault. [VICTIM #1] stated that he lives in the camper on the property and the other male lives there too. Harcourt was staying in her vehicle overnight and they went outside to ask her to take them to a bank in Rome, GA to collect rent money that was due. He said that she was still sleeping and it was too early, and that she was went back to sleep. He stated that she got irate when they asked her to take them to the bank. [VICTIM #1] stated that there is an older male that lives with him that has learning disabilities and is disabled, and this made him upset. [VICTIM #1] stated that this subject got upset and walked down the drive way and onto Ga-100, walking on the shoulder. He stated that he followed the male trying to speak with him, but was unsuccessful so he started to walk back up the driveway.

[VICTIM #1] stated that when he started to walk back up the aggressor who was positioned on the east side of the property near the driveway started her vehicle up, accelerating causing the tires to break free and driving toward [VICTIM #1]’s direction. He stated that the vehicle struck his left leg and he began to strike the windshield yelling at the female. He stated that he was able to avoid begin ran over and at some point the female took off at a high rate of speed traveling north on Highway 100. EMS did arrive on scene and tend to [VICTIM #1]’s injuries, however, he denied medical transport and EMS later went back in service.

I spoke to the other male who witnessed the altercation who was later identified as [WITNESS #1]. [WITNESS #1] stated that the female is crazy and saw her strike [VICTIM #1] with the vehicle. He stated that [VICTIM #1] was walking up the driveway when Harcourt, the aggressor, accelerated toward [VICTIM #1] striking him in the left leg. He said [VICTIM #1] started hitting the window and at some point after the female took off down Highway 100.

A BOLO for the vehicle was given out to Deputy Ellenburg who was in the area responding to the call. Deputy Ellenburg was traveling from the north end of Highway 100 south when he stated he had visual over the radio and was going to stop the vehicle. Deputy Ellenburg was able to get the vehicle stopped at Highway 100 at John Bankston Dr. I relocated and met with Ellenburg on the traffic stop. Ellenburg stated that he observed Harcourt to be possibly under the influence of drugs. He also stated that she had trouble maintain her lane and at one point prior to stopping the car the driver crossed the double yellow line with the vehicle’s front and rear driver’s side tire.

I observed Harcourt eyes and noticed that they were bloodshot and pupils slightly dialed. Her demeanor was loud and aggressive. I placed Harcourt into custody and she then became irate and started to curse me. I read Harcourt Georgia’s implied consent notice for suspects over the age of 21 where she replied yes, but during transport she stated she wanted to refuse a blood draw.

Harcourt was later transported to Chattooga County Detention without issue.
