On the 15th day of July 2026 while on a part-time job at the Northside Cherokee Hospital, I was approached by a staff member who reported a female was mast*rbating in the lobby of the Emergency Room (ER).

When I arrived for my scheduled shift, Ofc. Fowler had informed me that a Dina Spencer was in the lobby and acting strangely. Hospital staff had asked for her to leave, and she stated that her boyfriend was on the way to pick her up. Ofc. Fowler stated that Dina had not been causing any sort of disturbance, and that the charge nurse was willing to wait to see if her boyfriend actually came and picked her up.

I sat down at my duty station and was approach around twenty minutes into my shift by [WITNESS #1], a ER technician working the front desk. [WITNESS #1] stated that “that lady is over there mast*rbating.” I had been keeping an eye on Dina’s movements and she had moved to a chair that I could only see her from the waist up, and, she had been slumped down at an almost horizontal angle so the area in question was out of my line of sight.

I approached Dina and asked her if someone was coming to get her to which she stated yes. I then asked her if she had been mast*rbating, to which she stated no, she was “eating.” I asked her what she meant by that and she stated that she was just eating “bread” and shook her water bottle. I asked her if she had any food in her pants and she stated “No, I’m wrong, I’m sorry.” I asked her if she was actually touching herself then, not eating bread, and she stated “I wasn’t like, full on mast*rbating but I mean.”

With this admission, I radioed for an on-duty unit to come and assist me with a public indecency call. While working for the Hospital, I am there to protect the Hospital and in order to do that, I am not allowed to transport individuals to jail because I would have to leave the property in order to do so. I am however still allowed to perform normal law enforcement duties such as arrest individuals for committing crimes while on the property.

Ofc. Steyer arrived on scene and I had Dina pick up her things and walk outside with me. Once outside, I informed Ofc. Steyer that Dina was being placed under arrest for Public Indecency. I placed my hand on Dina’s shoulder to deter her from running away before Ofc. Steyer was able to secure her in handcuffs. I then wrote a citation for Public Indecency which I left with Ofc. Steyer.

I returned inside and spoke with [WITNESS #1] again, who stated that two other employees also witnessed Dina mast*rbating. They are [WITNESS #2] and [WITNESS #3]. I did not speak directly with [WITNESS #3], however, [WITNESS #1] stated that [WITNESS #3] was the one who brought the act to her attention, at which point she stated she was Dina had her hands in her pants over her vag*na and was moving the hand vigorously in a motion commonly associated with mast*rbation. [WITNESS #2] stated that she saw the same action and motion as [WITNESS #1] and [WITNESS #3].

Northside security told me that they had video footage of the act, and that it could be made available through Risk Management. Due to the late hour, enough evidence gathered, and Dina’s admission, I did not see it necessary at this time to collect the video footage.
