On May 17, 2026, at approximately 9:20 AM, I was dispatched to [500 BLOCK] Cartersville St in reference to a domestic dispute between neighbors.

I arrived on the scene and saw a while male without a shirt on sitting on the tailgate of his truck and a female standing next to him yelling and cursing at him. I separated the two individuals and later identified them as Patrick Bowers and [WITNESS #1]. Patrick and [WITNESS #1] are in a relationship, and Patrick stays at [WITNESS #1]’s residence to visit from Tennessee.

Upon my arrival, Patrick was belligerent with everyone. He refused to give me his name and didn’t provide me with any information except that he was a cop for 8 years from Tennessee. He had a strong odor of alcohol from his breath. I stood by Patrick as Sergeant Hayes spoke with the neighbor and complainant, [WITNESS #2]. [WITNESS #1] was by the neighbor’s house and tried to resolve the issue and Patrick began yelling at everyone with profane, vulgar language. By this time, Deputy Berg had arrived on the scene and tried to reason with Patrick too. He then began to yell at Deputy Berg and still refused to give us his name or any information about the incident. We asked multiple times to stop yelling but he refused.

Sergeant Hayes walked down to our location, and we placed Patrick under arrest for disorderly conduct and public drunkenness due to testimonial evidence stating he walked over to the neighbor’s yard and began yelling, using profane and vulgar language. I secured him in handcuffs behind his back and double locked them for placing him in the backseat of my patrol car. Due to his previous actions and outbursts, we assumed Patrick was going to fight so he was placed inside the patrol car as soon as possible.

With Patrick in the back seat of my patrol car, I walked over and spoke with [WITNESS #1]. [WITNESS #1] had been crying but also had the odor of alcohol coming from her breath. [WITNESS #1] informed me she had her 40th birthday party last night and he decided to get drunk. He has a drinking problem and has two current DUIs he’s working through and must use a breathalyzer to start his vehicle. As soon as he began to drink, she knew he was going to be an issue. The two ended up getting into a verbal argument where he made fun of her for being divorced. She stated the two of them are done and she didn’t want him at her house anymore.

Earlier this morning at 3:54 AM, Freehome deputies were dispatched to the same residence where Patrick allegedly threatened to fight [WITNESS #2] during [WITNESS #1]’s birthday party.

I later returned to my patrol car and loosened Patrick’s left handcuff due to him complaining of pain. He stated the new fit was okay and I placed him back into the vehicle. I transported him to the Adult Detention Center, and he was successfully booked in. Once cleared by the intake deputy, I searched the backseat of my patrol car for any contraband before returning to service.

Patrick’s clothes were already packed in his truck; he allegedly has a firearm in [WITNESS #1]’s residence. We told her to place the rifle in the truck along with the keys so he could grab the truck and return to his residence in Tennessee once he sobered up and bonded out of jail. She was informed on domestic standbys.
