On August 19, 2026, at approximately 18:58, I responded to [5800 BLOCK] Riverdale Rd apt [REDACTED] in reference to a burglary. Upon arrival, I made contact with the maintenance supervisor, [WITNESS #1].
[WITNESS #1] stated that building [REDACTED] all the apartment is vacant and no one is supposed to be at the apartment complex. [WITNESS #1] informs that the Hispanic man witness an unknown vehicle arrive at the location and observed a black male and female walk into the apartment. [WITNESS #1] informs he arrived at the location and did hear a male and female inside the vacant apartment.
Responding officer entered in the front entrance. Me and Ofc Kidd walked through the back of the apartment complex. Contact was made contact with both suspects, Marcus Quinn and Talisa Meeks who were in the room upstairs. When asked what they were doing in a vacant premises Marcus started running towards the back and was then pinned down to the floor since he wanted to jump the fence. Both suspects was then placed in handcuffs searched for any illegal contraband and then placed in the rear end of my patrol vehicle.
While both suspect were detained Quinn uttered saying “I would’ve killed that b*tch if you police officers never would’ve came.” Quinn then uttered saying he had his hand wrapped around Meeks neck and was going to kill her. for stealing his wife wallet” (Reference to Ofc Smith supplement and was recorded in her body camera). I tried to read Meeks her Miranda Rights but refused to talk to law enforcement. No question was asked to Meeks. Meeks did uttered saying everything that Quinn was saying is a lie. I was unable to prove whether Quinn did laid hands on Meeks or not. [WITNESS #1] did wanted to press charges and provided a written statement. Meeks was charged with Criminal trespass no property damage because the apartment complex was not secured i did not observed any force entry. Quinn was charged with Terroristic Threats for uttering he was going to kill Meeks and obstructing an officer for fleeing during on an ongoing investigation.
Clayton County EMS (ENG04) arrived on scene to evaluate Meeks eye (she was complaining of eye pain). ENG 04 advised she was good to be transported to the Clayton County Jail. The rear of my patrol vehicle was checked for weapons and illegal contraband at the beginning of my shift with negative results. The Offenders were then transported to Clayton County Jail using the most direct route. While at the jail, my service weapon was placed into the trunk of my patrol vehicle and locked. The Offenders were removed from the back seat , at which time I checked for weapons and illegal contraband with negative results. The Offenders were taken inside to the booking/receiving area where this officer met with Clayton County Sheriff’s Department Personnel. All arrest paperwork and the Offender were turned over to Clayton County Sheriff’s Department Personnel.
The Clayton County Sheriff’s Department advised that due to Meeks complaining of eye pain and had mucus in her eye she had to get medically cleared. Meeks was then transported to Southern Regional Hospital were she got further treatment and was medically cleared by a doctor. All arrest, discharge paperwork and the Offender were turned over to Clayton County Sheriff’s Department Personnel.
