On May 6, 2026, I (Deputy Izzo) was dispatched to the area of [SINGLE DIGIT BLOCK] Westwind Dr at the approximate time of 1220 hours in reference to a non-family dispute.

Upon arriving on scene, Deputy Terrel was speaking with the 911 caller [VICTIM #1] who stated he was outside speaking to his neighbor [WITNESS #1] as his children [REDACTED BY AGENCY] (4-year-old) and [REDACTED BY AGENCY] (1-year-old) played on the sidewalk. [VICTIM #1] stated while speaking with [WITNESS #1] he observed Ellen Jones who lives at the end of the Cul-De-Sac to be approaching. [VICTIM #1] stated he advised [REDACTED BY AGENCY] to grab [REDACTED BY AGENCY] hand, as there has been many past incidents in the neighborhood where Ellen has increased her speed nearly striking other children.

[VICTIM #1] stated while [REDACTED BY AGENCY] attempted grab [REDACTED BY AGENCY] hand she began to run down the side walk where the side walk ends meeting the asphalt Cul-De-Sac. At this time Mrs. Jones while operating her Beige Subaru Outback bearing GA Tag [REDACTED], increased her speed making a left turn in front of the sidewalk entrance cutting off [REDACTED BY AGENCY] in a reckless manner as she could have caused harm to [REDACTED BY AGENCY].

[VICTIM #1] proceeded to state [REDACTED BY AGENCY] came to a stop approximately a foot from the asphalt, at which time Mrs. Jones rolled down her window as the vehicle was no longer moving and began to yell at [VICTIM #1] in a loud obscene and vulgar language stating “you are a horrible fu*king father and you shouldn’t let your children play in the street”. At which time Mrs. Jones then continued to drive to her house where she pulled into her garage. [VICTIM #1] stated he is very concerned for the safety of his children and all other children on the block as it is just a matter of time until she hits a kid.

Deputy Terrel then made contact with Mrs. Jones, as I began to knock on the doors of neighboring houses that had ring door bells making contact with both the home owner of [SINGLE DIGIT BLOCK] and [SINGLE DIGIT BLOCK] Westwind Dr in which they stated their cameras did not catch the incident stating they are both aware of Ellen as she has attempted to strike their children in the past.

I proceeded to make contact with the [WITNESS #1] who lives at [10 BLOCK] Westwind Dr who stated he saw the entire incident. [WITNESS #1] stated while speaking with [VICTIM #1], Mrs. Jones approached in her vehicle at which [VICTIM #1] notified [REDACTED BY AGENCY] to grab [REDACTED BY AGENCY] hand in which she began to run down the sidewalk.

[WITNESS #1] stated during this time Mrs. Jones approach the end of the Cul-De-Sac making a left turn cutting [REDACTED BY AGENCY] off at the end of the sidewalk, rolling down her window and began to yell at [VICTIM #1] a loud vulgar manner as the children were present, to later pull off were she parked in the driveway. [WITNESS #1] further stated he did not believe Ellen was intentionally going to strike a child, stating he believes Mrs. Jones was attempting to antagonize [VICTIM #1], as she very well could have went strait home without disterbing the public, advising he was not able to make out what Mrs. Jones was saying.

I later spoke with Deputy Terrell who stated Mrs. Jones admitted to stating “get your kids you dumb fu*k” to [VICTIM #1]. At this time, it was determined Mrs. Jones was going to be under arrest for Disorderly Conduct as she intended to cause a breach of peace by using a violent or tumultuous manner toward another person, using vulgar and profane language in the presence of two juveniles under the age of 14 whereby Mrs. Jones threatened an immediate breach of the peace. By intentionally going out of her way to cut off a juvinile where she likley could have caused great harm, followed by yelling in a loud vulgar manner in the presence of two juviniles under the age of 14.

I then knocked on the garage door in attempt to make contact. Mrs. Jones exited the garage door irritated as I previously had asked her to obtain her ID. Mrs. Jones was advised she was under arrest for Disorderly Conduct at which time she began to resist by attempting to pull her arms away at which time Deputy Terrell and myself placed handcuffs to the rear and double locked them.

Mrs. Jones was further advised to walk to my marked patrol car in which she proceeded to resist as she began to push and pull stating she needed to lock her house and get her medicine as she is diabetic. She was advised she would not be taken out of the handcuffs as she is not being compliant. Deputy Terrell later closed the garage from the inside garage button securing the residence.

Mrs. Jones was further relocated to the rear passenger seat of my marked patrol car where she was asked if she needed medical care for her diabetes in which she declined care multiple times stating she was okay at this time. Ellen was further transported to the Coweta County Jail where she was given the opportunity to speak to her husband while awaiting to be accepted by the jail. While on the phone with her husband she notified him she is in jail because she called [VICTIM #1] a “dump fu*k”. Mrs. Jones was further turned over to jail staff with no further issues.

A witness statement was collected from [VICTIM #1] and scanned into RMS, as well a supplement report has been completed by Deputy Terrell in reference to the statements made by Ellen. Case card provided to [VICTIM #1].
