On August 9th 2026 at approximately 19:20, I was on duty and working in my official capacity as a Deputy assigned to the patrol division with the Coweta County Sheriff’s Office. While patrolling Coweta County 911 dispatched me to a unknown trouble call at the Home Depot 1100 Bullsboro Drive, Newnan, Georgia 30263.

While enroute Coweta County 911 advised that multiple callers had called 911 advising a black Ford Fusion was doing doughnuts in the parking lot, speeding, and was screaming at pedestrians in the parking lot. Upon my arrival I was flagged down by three males standing in the parking lot. They advised the vehicle was parked by the garden center entrance to Home Depot. Two males advised the male got out, threw something on the ground and went into the store yelling.

I spoke the two males about the males driving. They both advised he came from the direction fo the Walmart, sped through the parking lot and was squealing tires. They advised he came very close to one of the males as they were walking and thought they were going to hit by the car. The driver slammed on the brakes opened the door and yelled “what the fu*k are you looking at, are you fu*king tough if so go to war” They advised the male then started driving again and squealed tires around the parking lot with the windows down screaming and cussing at random pedestrians.

The two males then went inside the store before quickly coming back out, stating the male was inside. They gave me a description of the male and I went and made contact. I went inside the store and made contact with the male, later identified as Jacob Spain. I asked Jacob what happened in the parking lot. He did not admit to anything occurring he just apologized and talked about having an order to pick up but he was canceling. Jacob then advised he would just leave. I asked Jacob what vehicle he drove here. Jacob immediately advised he did not drive. This surprised me as Jacob clearly drove here and multiple people called about his driving and could even point him out inside the store.

I asked Jacob if he had his license, he provided me a Florida driver license. I asked Jacob if his license was suspended, he stated yes. This explained why Jacob is trying to tell me he did not drive here. I asked Jacob to walk outside with me and we went to the front parking lot. I asked Jacob who owned the vehicle in the parking lot. Jacob advised it was his father in-laws and his mother and sister dropped him off, left the vehicle parked at the Home Depot, and walked to the Golden Coral. This statement makes no sense and seemed like Jacob was trying to lie to cover the fact he drive the vehicle with a suspended license. Jacob knows his license I suspended and stated he was already on probation for driving while license showed suspended.

Jacob still did not have an explanation as to why he drove reckless in the parking lot and was screaming and using profanity with individuals. I spoke with Deputy Broach who made contact with the registered owner, [REDACTED], however [REDACTED] advised his wife, [REDACTED], would be able to speak to us because Jacob was her son. Deputy Broach made contact with [REDACTED] however this proved to be unhelpful as [REDACTED] was at work and couldn’t hear or speak clearly over the phone.

I went back and spoke with the two witnesses, [WITNESS #1] and [WITNESS #2] to get more information. [WITNESS #2] advised that he clearly saw Jacob driving the vehicle, Jacob was the only person in the vehicle, and not only did Jacob scream and use profanity with him be he advised Jacob kept driving around the parking squealing tires and screaming and using profanity with anyone in the parking lot. [WITNESS #2] advised he did not know what [WITNESS #2] was doing but he was concerned enough to call law enforcement to get Jacob’s behavior stopped. [WITNESS #2] and [WITNESS #1] both completed signed witness statements.

At this point I know that Jacob has committed several crimes during his time at the Home Depot. The vehicle Jacob drove, 202 blue Ford Fusion displaying Georgia license plate [REDACTED] was still in the parking lot. Jacob is the only person at the business, the key to the vehicle is in his pocket, his statements of someone else driving the vehicle for him make absolutely no sense, his drivers license is suspended so he is trying to be deceptive to avoid going to jail, and multiple witnesses have all given the same story with the same description of the vehicle and Jacob and that he was the one driving. Based upon the totality of circumstances I determined there was probable cause for Jacob’s arrest.

I placed Jacob under arrest for driving while license showed suspended, disorderly conduct, and reckless driving. I secured Jacobs hands behind us bac with double locked handcuffs and secured him in the rear of my patrol vehicle. I then transported Jacob to the Coweta County jail without incident. Deputy Broach turned the vehicle in the parking back over to [REDACTED] and gave her the key. Upon my arrival at the jail I turned Jacob over to booking staff along with his property.

I cited Jacob with citations for reckless driving and driving while license showed suspended, and then used E file warrant system to complete a warrant for disorderly conduct. At a later time, I turned in the witness statement forms to be added to this case file.
