Officer’s Narrative:

On August 19, 2026, I D/S Wallis was dispatched to [REDACTED BY AGENCY] for a subject armed call. Prior to my arrival, I asked dispatch for a description of the subject, as they had stated he was still currently in the front yard as I approached the house. They described him as a black male, with a white tank top and shorts on, standing in the driveway.

Upon arrival, I saw the subject (Jocque Ellis) standing in the driveway. I put my vehicle in park, exited the driver side and drew my duty issued handgun, and held Jocque at gunpoint. I gave verbal commands to Jocque to show me his hands and lay down on the ground, as I approached him. Jocque kept saying he no longer had the handgun on him, and said that he had already put it inside his vehicle. Jocque was still advised the keep his hands where I could see them and lay flat on the ground as I approached.

Jocque was compliant with my commands and laid prone on the ground, placed his hands on his back, and crossed his ankles as I had instructed him to do so. I approached Jocque with my handgun still drawn, and when I made contact with him, I put my firearm back in my holster, and placed Jocque in handcuffs at this time. The victim [REDACTED BY AGENCY] was still in the driveway with the subject and verbally arguing with Jocque, so I separated the parties by taking Jocque to my patrol vehicle, patted him down for weapons, and placed him in the rear seat of my patrol car.

I went back to the driveway and talked with [REDACTED BY AGENCY], who said that Jocque had shown up to the house unannounced, started an argument with him and then started to physically fight with him. [REDACTED BY AGENCY] then said that he tried to run in the house to get away and Jocque went to his vehicle, retrieved a handgun (later located inside Jocque’s vehicle in plain view on the driver seat) and came into the house after [REDACTED BY AGENCY]. [REDACTED BY AGENCY] said he was forced back outside by Jocque when Jocque stuck the handgun in his face, told him he was going to shoot him, and proceeded to pistol whip him in the face multiple times. (Ring video footage was uploaded via Axon capture of the altercation)

[REDACTED BY AGENCY] did have visible minor head trauma (photos taken and uploaded on Axon capture) and I requested EMS at this time. [REDACTED BY AGENCY] said he did grab a knife while he was in the house, as self defense (also recovered at the scene) but quickly threw it into the yard when Jocque told him to drop the knife, and had the handgun in [REDACTED BY AGENCY]’s face. [REDACTED BY AGENCY] kept trying to back away from Jocque, but Jocque kept following him around the driveway threatening to kill him with the handgun in his face.

[REDACTED BY AGENCY] and his girlfriend [REDACTED BY AGENCY] both stated that the altercation all started over Jocque being upset that [REDACTED BY AGENCY] was currently living with [REDACTED BY AGENCY] not only because of their age difference, but because he was living at the residence and not paying rent. Speaking with [REDACTED BY AGENCY] he said that his mother owned the house and that Jocque had nothing to do with the property, but said Jocque believed he did and that he was upset that [REDACTED BY AGENCY] was living there with [REDACTED BY AGENCY] and that [REDACTED BY AGENCY] was being taken advantage.

After speaking with the [REDACTED BY AGENCY], I went to my patrol car and spoke with Jocque, who said that he went over to the residence to “talk” to [REDACTED BY AGENCY] and [REDACTED BY AGENCY] but “knew he was going to fight [REDACTED BY AGENCY]”. When I asked him why he thought they were going to fight, he said that he just had a feeling. Jocque said that the argument started verbal over the issue of [REDACTED BY AGENCY] living at the house and taking advantage of [REDACTED BY AGENCY] due to their age difference, and turned physical before [REDACTED BY AGENCY] ran back into the house.

Jocque said he went to retrieve his handgun from his vehicle because he didn’t know what [REDACTED BY AGENCY] ran inside the home for, and thought he was going to get a weapon as well. When Jocque went into the residence with his handgun after [REDACTED BY AGENCY], he said that is when [REDACTED BY AGENCY] produced a knife and Jocque proceeded to point his gun at [REDACTED BY AGENCY]. Jocque said he told [REDACTED BY AGENCY] to come out of the home and when they did, he ordered [REDACTED BY AGENCY] to throw the knife on the ground. [REDACTED BY AGENCY] complied and threw the knife because Jocque had the handgun pointed in his face and kept threatening to shoot [REDACTED BY AGENCY] if he didn’t drop the knife. Jocque said that after [REDACTED BY AGENCY] got rid of the knife, he put his handgun back in his vehicle just before I arrived on scene.

At this point in time, I advised Jocque that he was under arrest for aggravated assault, and went back to speak with the victim, and witness, to get statements and a victim notification form filled out. D/S Gregg transported Jocque to the Coweta county jail while I continued speaking with [REDACTED BY AGENCY] and [REDACTED BY AGENCY].

D/S Wilkins spoke with the caller [WITNESS #1] and got a witness statement from her. I spoke to [WITNESS #1] as well and she said the only involvement she had was contacting 911 after [REDACTED BY AGENCY] had run to their house next door and asked her to call, but did not see or hear any of the altercation.

D/S McCusker and D/S Wilkins interviewed [REDACTED BY AGENCY] while I interviewed Jocque in the back of my vehicle. Both deputies submitted supplemental reports of their findings.

Pictures were taken of [REDACTED BY AGENCY] injuries, and put into Axon Capture for evidence, along with video footage from the Ring camera on the front porch capturing the altercation. The handgun and knife that were used into the altercation were recovered and booked into evidence to be held for court.
