On 9/14/2026 at 1349 hours, I, Deputy M. Walker responded to 745 Poplar Road in reference to a Sexual Assault Claim.

While investigating an additional sexual assault claim, the victim, [REDACTED BY AGENCY] stated that said accused, Michael Phippen did enter her room where he proceeded to place both of his hands on her breasts. [REDACTED BY AGENCY] also stated that Michael would place his hands between [REDACTED BY AGENCY] legs and proceed to rub her vagi*a. All of this occurred without the consent of [REDACTED BY AGENCY]. [REDACTED BY AGENCY] just recently underwent surgery for her back where she was unable to move without assistance.

On 9/14/2026 at 1349 hours, I, Deputy M. Walker responded to 745 Poplar Road in reference to a Sexual Assault Claim.

I met with the complainant, [REDACTED BY AGENCY] at her station on the 2nd floor of the hospital. [REDACTED BY AGENCY] stated that while she was helping her patient, [REDACTED BY AGENCY] who was housed in room 215 due a recent back surgery. [REDACTED BY AGENCY] stated that she was helping [REDACTED BY AGENCY] up to use the restroom when she felt a hand brush against her buttocks area. [REDACTED BY AGENCY] stated that she did not think anything of the matter and just brushed it off.

[REDACTED BY AGENCY] further stated that her patient, [REDACTED BY AGENCY] advised her that she saw what had happened and explained to [REDACTED BY AGENCY] that the subject, Michael Phippen, who was visiting [REDACTED BY AGENCY] in her room for her surgery had actually grabbed her buttocks and brushed his hand along her rear end and down to her upper leg area. [REDACTED BY AGENCY] reported this incident to security and they escorted Michael out of the hospital.

[REDACTED BY AGENCY] then discussed her relationship with Michael to [REDACTED BY AGENCY] and explained to her that Michael was her neighbor and he would come over to her house every day and would help take care of her. [REDACTED BY AGENCY] reported to me that [REDACTED BY AGENCY] told her that Michael would come to her house where he would place both of his hands on her breasts as well as place his hands between her legs and rub her vagi*a.

[REDACTED BY AGENCY] reported that on the same date around 12 in the afternoon, Michael arrived to help her eat her lunch. While feeding her lunch, Michael was reported to be holding the spoon with one hand and massaging a breast with another hand per [REDACTED BY AGENCY]. I spoke with [REDACTED BY AGENCY] about this statement and she corroborated the accusation. [REDACTED BY AGENCY] also stated that these incidents have been occurring for approximately 13 years every day. [REDACTED BY AGENCY] stated that she did not agree to participate in these actions and requested Michael to stop several times. [REDACTED BY AGENCY] did not report any penetration had ever occurred. But stated that it was merely Michael rubbing her breasts and vagi*a.

Based off of both conversations from both victims. I determined there was probable cause to take Michael into custody for 2 counts of Sexual Battery. Both [REDACTED BY AGENCY] and [REDACTED BY AGENCY] agreed to press charges against Michael. Michael was located at his residence at [400 BLOCK] Lake Circle where he was taken into custody without issue.

Michael was read his Miranda Rights where he agreed he would speak with me. Michael merely stated that he was assisting [REDACTED BY AGENCY] with using the restroom and then he was escorted by security staff for touching a nurse. I explaiened to Michael about the charges that was he was being questioned for and explained to Michael that he was under arrest for Sexual Battery. Michael was taken into custody without issue. Michael was transported to the Coweta County jail where he was turned over to jail staff without issue. [REDACTED BY AGENCY] completed a statement form and it was uploaded to the report in RMS. I completed 2 warrants for Sexual Battery without issue and it was turned over to jail staff without issue.
