Officer’s Narrative:

On 04/10/2026, I, Deputy A. Webb, responded to the incident location in reference to an unknown trouble.

Once on scene, Deputies made contact with a male outside the residence identified as RUSTY SPRIGGLE. SPRIGGLE was obviously upset and under the influence of alcohol as he was emitting an odor of an alcoholic beverage. While deputies were talking with SPRIGGLE, I stepped into the residence where I made contact with two other individuals, identified as his girlfriend, [REDACTED BY AGENCY], and his mother, [WITNESS #1].

[REDACTED BY AGENCY] and [WITNESS #1] informed me that SPRIGGLE and [REDACTED BY AGENCY] had been living together for the last two years and that SPRIGGLE had recently lost his father approximately eight months prior. They further stated that SPRIGGLE had been consuming alcohol where he then began arguing with [WITNESS #1] in reference to previous issues that he had with [WITNESS #1]’s and his father’s relationship.

[REDACTED BY AGENCY] and [WITNESS #1] further indicated that SPRIGGLE began parading through the residence while screaming at [WITNESS #1] calling her a “bit*h”, “who*e”, “cu*t”, and other derogatory names. During this time, they indicated that SPRIGGLE wondered out of the residence slamming the door behind him before coming back into the residence through another door where he continued to slam the doors. They went on to state that while storming through the residence, SPRIGGLE began striking a bird cage off with his hands that was hanging off of the ceiling in the corner of the living room multiple times causing it to fall to the floor and break.

They further informed me that during this time, their pet bird was inside of the cage in question as he was striking it and when it fell to the floor, broken, with all the sides detached from the base of the cage. At this time, I observed the bird in question to be being held by [WITNESS #1]. [WITNESS #1] was questioned in reference to if the bird was okay to which she indicated that it was not flying like it normally does, that it had an elevated heart rate, and that she was unsure if it was injured or not. [REDACTED BY AGENCY] stated that SPRIGGLE had purchased the bird as a gift for her and her daughter, [REDACTED BY AGENCY], and that the cage cost approximately $130.00 USD.

[REDACTED BY AGENCY] stated that she had security cameras within the residence that captured the incident at hand. [REDACTED BY AGENCY] allowed me to view the footage where I observed SPRIGGLE to be standing behind the couch in the living room screaming and pointing his finger at [WITNESS #1] before he ultimately approached the bird cage in question and began striking it with his hands, causing it to fall to the floor.

It should be noted that at this time, I observed the broken cage to be lying on the floor behind the couch [WITNESS #1] was occupying where [REDACTED BY AGENCY] was trying to fix it as all the sides of the cage were detached from it’s base. Ultimately, [REDACTED BY AGENCY] was unable to fix the cage in question while deputies were on scene. [WITNESS #1] and [REDACTED BY AGENCY] further informed me that during this time, [REDACTED BY AGENCY] daughter, [REDACTED BY AGENCY] was lying within earshot in an adjacent room and heard the commotion as SPRIGGLE was destroying the cage and screaming at the residence within the home.

Contact was made with [REDACTED BY AGENCY] who was lying in a room just outside of the living room where she confirmed that she could hear SPRIGGLE screaming during the incident.

I returned outside where I made contact with SPRIGGLE and questioned him in reference to the incident. During this time, SPRIGGLE informed me that he had been consuming alcohol and some pent-up emotions in regards to his father passing leading up to him getting into an argument with [WITNESS #1].

He further stated that when he was going to walk out of the house, he ran into the bird cage where it struck him in the top of his head, causing him to become irate. After this occurred, SPRIGGLE informed me that he began striking it. SPRIGGLE was questioned in reference to the video camera footage where he indicated that he was just upset and it was in the heat of the moment. SPRIGGLE further informed me that he had purchased the bird and cage as a gift for [REDACTED BY AGENCY] and that it was a family pet.

Photographs were taken of the damaged bird cage utilizing Axon Capture. SPRIGGLE was taken into custody in handcuffs that were checked for proper fit and double locked. A Victim Notification Form was completed. [REDACTED BY AGENCY] was provided with a case card and case information.

SPRIGGLE was transported to the Coweta County Jail with the following charges:

• O.C.G.A. 16-7-21 – Criminal Trespass with Property Damage – FVA
• O.C.G.A. 16-12-4 – Cruelty to Animals

It should be noted that there had been previous complaints between [REDACTED BY AGENCY] and SPRIGGLE where SPRIGGLE was found to be the common denominator and the predominant aggressor.
