On 04/23/2026, I, Ofc. K. Dockery was working patrol with the Newnan Police Department when I was dispatched to CJ Smith Park located at 5 Glenn St, Newnan Ga regarding disorderly conduct. 911 dispatch reported that multiple callers reported a male on scene acting erratically and disorderly in the park. 911 described him as a white, skinny male with brown hair and a mustache, dressed in green pants and a hat.

Upon arrival, [REDACTED BY AGENCY] located this male and placed him under arrest with his hands cuffed behind his back, double locked, and checked for proper fit. He identified as offender Taylor Bush. Officers searched Taylor incident to this arrest and located a firearm with a full magazine, a knife, a canister of pepper spray, and three Delta-8 vapes. He was then secured in the rear partition of my patrol vehicle.

I then interviewed one of the witnesses, [REDACTED BY AGENCY]. She generally insisted on the following. Taylor randomly approached [REDACTED BY AGENCY]. He began screaming at him and calling him “ni*ger” while throwing skateboard wheels at him. [REDACTED BY AGENCY]

Cpl. Z. Phillips interviewed another witness in this case, [REDACTED BY AGENCY]. [REDACTED BY AGENCY] generally provided the following. Before the incident with [REDACTED BY AGENCY] Taylor randomly approached and gave [REDACTED BY AGENCY] a skateboard and then walked away. He then approached [REDACTED BY AGENCY], where he began to throw skateboard wheels at him while calling him “ni*ger”. He then returned to [REDACTED BY AGENCY], took the skateboard back, and began swinging it at a group of Hispanic males in the park. [REDACTED BY AGENCY].

I transported Taylor to the Coweta County Jail, where he was later booked and charged with Newnan City Code Disorderly Conduct for his actions described above by the witnesses. Taylor was not able to be secured in a seatbelt during transport because of a [REDACTED BY AGENCY] that prevented him from sitting normally in the seat. Taylor was searched a second time before entering the jail.

During my time of having Taylor in my custody, he made multiple inaudible statements that insisted he was [REDACTED BY AGENCY] or intoxicated on drugs. At the time this incident occurred, there was a large number of people, [REDACTED BY AGENCY] in the park to witness Taylor’s actions. It was very dangerous for him to have the firearm and other weapons, especially in a public park with a large number of children and people present, while in his state and acting aggressively toward others.
